The Report of the 3rd Meeting of
ISA Technical Committee on Standardization (TCS3)
The 3rd Meeting of the ISA Technical Committee on Standardization (TCS3) was held on July 10th, 2013 at ISA Secretariat Grand Meeting Room within China International Technology Transfer Center (Ding Hao Mansion), Beijing, China, which was attended by over 30 representatives from research initiatives, corporations, and organizations, including Cree, APT HK, Philips, Osram, CSA, SSL State Key Lab, Instrument Systems, Kaneka, San An Opto, Lattice Power, TUD Beijing Research Center, Tsinghua UPDI, Beijing Leyard, Samsung LED China, Lampearl, etc.
1. TCS Action Review and Planning from TCS Chair Mr. Mark McClear
Mr. Mark McClear, TCS Chair, reviewed the past developments since TCS1 in June 2012 and TCS2 in November 2012.
2. Project Review Session
2.1 Overview of SSL Standardization Progress – Mr. Ping WANG (CSAS)
Mr. Ping WANG, the deputy Secretary-General of CSAS (China Solid-state-lighting Alliance Standardization Committee) reviewed the recent developments of SSL standards from CSA in China. He also presented the recent updates from ISO/TC274.
2.2 Shortening reliability testing time
Based on the subject review on this topic by representative of Mr. Piet Derks from Philips at TCS2, Dr. Cadmus Yuan, representative from TUD Beijing Research Center, introduced the newly released CSA standards CSA-020, as collective efforts from Chinese partners and team of TUD on the CSA/SKL platform.
Next Step:
(1) TCS would forward Mr. Cadmus Yuan’s presentation to other members in this team, including: Philips, Cree, APT, Semileds, and TNO, and solicit more input from ISA members.
(2) Cadmus would draft a team working plan along with other team members toward a draft whitepaper/recommendation by late September.
(3) Corresponding to the balloting of Bylaws (around September), detailed procedures for member proposals or draft submissions will be voted according to the Bylaws.
2.3 Recycling & green design of SSL fixtures
As proposed and reviewed by TCS chair, co-chair of board of advisor, the fifth direction entitled “Recycling & Green Design of SSL fixtures” were added to the previous four directions. Kaneka expressed the willingness to lead this team and calls for participation from other ISA members. Partially based on the SRA chapter “Green, Sustainability and Recycling” drafted by TNO, Dr. Tsumura gave us a comprehensive overview in this direction.
Next Step:
(1) TCS would forward Dr. Tsumura’s presentation to members and calls for participation from manufacturers, universities and research insititutes.
(2) Kaneka team would draft a team working plan along with other team members toward a draft whitepaper/recommendation by late September.
(3) Alignment with other on-going or established research, such as CycLED from EU, DOE publications and the original Osram study will be coordinated.
2.4 “Terms and Definition for Plant growth” and others
Dr. Lixia Zhao, representing the CSA team introduced the draft version of “Terms and definition” for plant growth. Dr. Zhao’s draft version had laid the ground for more team work and may involve more members to participate, especially the experienced industry leaders such as Philips, Osram, Seoul Semi and Everlight, etc. which might lead to a re-scoping of the direction to include more applications and protocols, such as the lighting recipe, growth shelf/plant factory hardware specifications, LED plant growth lamp/luminaire specifications, investment return cycle calculation/economizing tools etc.
3. New proposals & directions session
New Topic: LED Module Interface Specifications
Mr. Xiang Zhou introduced newly released CSA-016 “Interface requirements for application of LED lighting: street/tunnel light consisting of LED module with heatsink and separated control gear” and propose to ISA TCS that a working team on this direction could be set up.
Mr. Zhou introduced the detailed developments on CSA-016.
Next Step:
(1) TCS would forward Mr. Zhou’s presentation to members and solicit comment and suggestions, as well as potential team members who would like to participate.
(2) Mr. Zhou’s team would draft a team working plan along with other team members. If this would become a draft whitepaper/recommendation by late September would be discussed later on.
4. Summary & Conclusion
Mr. Mark McClear recapitulated on the next step for TCS teams:
(1) Action items for each direction would be followed, initialized by the email to TCS members.
(2) TCS members would choose at least one of the three directions announced in the email, and sign up for the team efforts.
(3) In TCS4 to be held on November 11th (details to be released by Secretariat) in Beijing, major output from three directions would be presented in the format of whitepaper/ISA recommends, along with the Bylaws final version.
(4) Call for active member participation via teleconference or other instant communication means to ensure the interactions despite remote distance. He encouraged the champions among the directions to lead to corresponding teams toward the output this year.
Mr. Yue reassured TCS members that the ISA Secretariat would provide the full might and resources to facilitate the TCS program and support members for each direction.
