The Report of the 13th Meeting of

ISA Technical Committee on Standardization (TCS13)

 

The meeting was chaired by Mr. Andreas Scholtz, the chair of ISA TCS, the head of standardization of Osram and the chairman of IEC TC34.The meeting was held at Rang Dong Light Source and Vacuum Flask Joint Stock Company of Vietnam (RD Company), the member of ISA on July 4th, 2018, with more than 60 experts attending.

Mr. Nguyen Doan Thang, the Permanent Vice President of Vietnam Lighting Association (VLA) and the General Director of RD Company gave the welcome address on behalf of the supporting organization. The Deputy Director of the Standard, Metrology and Quality Bureau of the Ministry of Science and Technology of Vietnam, the President of VLA, the Vice President of the Vietnam Electrical Engineers Association and the heads of relevant departments in Standard, Metrology and Quality Bureau of the Ministry of Science and Technology of Vietnam also attended the meeting.

Dr. He Yang, the head of TCS Secretariat and the Executive Secretary of ISA gave a report on ISA TCS works.

Six working groups (WG) of ISA TCS made their working progress reports respectively, which were:

WG4 “Human Factor Testing on the Index of Healthy and Comfortable Lighting - Test method and technical requirements based on physiological function of human eyes”.

Ms. Lorna Wen on behalf of Prof. Jianqi Cai from China National Institute of Standardization made this working report to the TCS meeting.

WG8 “Recommendation on the Color Shifting of LED Lighting Product”

Dr. Jiajie FAN from Hohai University (China) made this introduction on the recommendation on the color shifting of LED lighting product.

WG9 “Research in LED Lighting for Poultry Farm Application”

Mr. Jason Jiang on behalf of Prof. Jinming PAN from Zhejiang University made this presentation on the standard of LED lighting for poultry applications.

WG10 “Application Layer Communication Protocols for the Interface in Intelligent Public LED Lighting Systems”

Presented by Mr. Hao XU from CSAS, this proposal concerned the issue of creating more intelligent systems for LED control and communications.

WG11 “General technical specification of LED lamps and lanterns for plant lighting”

Dr. Qi WANG from Dongguan Institute of Opto-electronics (Peking University) introduced this new proposal.

WG12 “NB-IoT-based street lighting system: background, technology, and standardization”

Mr. Mingwei XU from Fuzhou Internet of Things Open Lab had introduced this new proposal.

Two new proposals were raised in the meeting.

Proposal 1:

“LED Lighting System for Classrooms Product Requirements and Testing Methods”

Presented by Ms. Lorna Wen on behalf of Prof. Jianqi Cai from China National Institute of Standardization made this new proposal to the TCS meeting.

Proposal 2:

“Controller Interface for Intelligent Street Lighting”

Mr. Simon Chen from HPWINNER made this new proposal to the TCS meeting.

The two new proposals had been approved by the Chair Mr. Andreas Scholtz in principle. It’s required to fill in the New Proposal Form and submit it to the ISA TCS Secretariat for the Chair’s final approval.

Participants showed great interest in these topics and had intensive discussions.

The meeting also discussed the new working procedures of TCS, the division of the sub-committees (SC), WGs, TCS full members and observing members, and the application and registration matters of TCS work. These contents would be sent to TCS members to further solicit their opinions after the meeting and would be adopted by TCS after the approval of the Chair.

The next meeting plan would be discussed between the Chair and the Secretariat. The meeting announcement would be released once it’s fixed.

Before closing the meeting, the TCS Chair Mr. Andreas Scholtz expressed his thanks to the TCS Secretariat for meeting preparation and Mr. Nguyen Doan Thang on behalf of VLA and Rang Dong for providing the meeting service in VN.

The TCS13 meeting was adjourned at 17:30 local time.
