The Report of the 9th Meeting of

ISA Technical Committee on Standardization (TCS9)

 

The 9th Meeting of ISA Technical Committee on Standardization (TCS9) was held on May 12th, 2016 in New Delhi, India which was supported by Electric Lamp and Component Manufacturers Association (ELCOMA), especially Mr. Shyam Sujan, the Secretary General of ELCOMA, with more than 50 experts attending. Mr. Alex Baker, the Chair of ISA TCS, hosted this meeting and briefly introduced the ISA TCS work in the past half year.

Item One: Topics Introduction and Discussion


Topic One “LED Road Lighting Products in Cold Region - Performance Requirements”

Dr. Jiajie FAN from Hohai University (China) had presented this topic on behalf of the CSAS.

The recommendation would be published in the next TCS meeting.


Topic 2 “Research on the Index of Healthy and Comfortable Lighting”

Ms. Lorna WEN, on behalf of Dr. Jianqi CAI from China National Institute of Standardization (CNIS), made the presentation on this topic.

The recommendation would be published in the next TCS meeting.


Topic 3 “Research Development of CycLED Program: Progress Update LED Recycling and Full Life Cycle”

Dr. Cheng QIAN from CSA State Key Laboratory presented the project focused on the optimization of material throughout the entire life cycle of an LED product, from manufacturing to waste disposal.

The Chair Mr. Alex Baker affirmed this project meaningful and doable. One updated report was required for the next TCS meeting.


Topic 4 “Research on Lighting Control & Smart City”

Dr. Ke ZHANG from Osram had made this presentation.

The Chair Mr. Alex Baker required more clarified and specified research purpose. This topic was required to apply for the new proposal in the next TCS meeting to form a new working group.


Topic 5 “Recommendation on the Specification of Light Quality Performance Parameters”

Mr. Alex Baker from Lumileds had reviewed the outline of this topic.

The literature review and information collection were required. The writing up of first draft should be carried. One updated report was required for the next TCS meeting.

Two working groups were unable to deliver their progress report in TCS9 due to the schedule conflicts. They were required to make the progress reports in the next TCS meeting.


Item Two: New Proposals


The Chair Mr. Alex Baker called for new project proposal after the preset topic segments.

Two new proposals had been submitted.


Proposal 1: “Recommendation on the Safety and Performance Specification on LED Tube Light”

Dr. Jerry Yao from MLS (India) had delivered this proposal with intensive comparison between LED tube light standards in China and India.

This new proposal was required to be reformed with clear purpose and output. It’s encouraged to re-submit this proposal in next TCS meeting.


Proposal 2: “Recommendation on the Color Shifting of LED Lighting Product”

Dr. Jiajie FAN from Hohai University (China) had made this proposal on the recommendation on the color shifting of LED lighting product.

This new proposal had been preliminarily accepted by TCS Chair Mr. Alex Baker. The new working group would be formed in next TCS meeting.


Item Three: Summary of Output


The Chair Mr. Alex Baker on behalf of the meeting made the following conclusions: 

1)   All the presentations were required to be submitted to the TCS Chair;

2) The working group of “LED Road Lighting Products in Cold Region - Performance Requirements” project was permitted to form the final draft for TCS review, which would be released in TCS10 with ISA TCS series number;

3)   The working group of “Research on the Index of Healthy and Comfortable Lighting” project was permitted to form the final draft of Part 1 for TCS review, which would be released in TCS10 with ISA TCS series number;

4)  The working group of “Research Development of CycLED Program – Progress Update LED Recycling and Full Life Cycle” project was required submit a updated report in TCS10;

5) The working group of “Research on Lighting Control & Smart City” project was required re-submit as the new research proposal report in TCS10;

6) The working group of “Recommendation on the Specification of Light Quality Performance Parameters” project was required submit a updated report in TCS10;

7) These 2 missing WG reports should be delivered in TCS10.

8)  Each team should achieve more cooperation leading by team leader after TCS9. The teleconference would be held in any necessary called by team leaders;

 

ISA TCS10 would be arranged in Beijing China, November 2016. Before ending the meeting, the Chair of the ISA TCS and the ISA Secretariat expressed their gratitude again to ELCOMA, particularly to Mr. Shyam Sujan for their arrangement and support of the meeting.
