The Report of the 4th Meeting of

ISA Technical Committee on Standardization (TCS4)

 

The 4th Meeting of the ISA Technical Committee on Standardization (TCS4) was held on Nov. 10th, 2013 at Kuntai Hotel, Beijing, China, which was attended by over 30 representatives from research initiatives, corporations, and organizations, including Cree, APT HK, Philips, CSA, Epistar, TUD Beijing Research Center / SSL State Key Lab, Instrument Systems, Xiamen Hualian, Lattice Power, Unilumin, Aixtron, Beijing Leyard, etc.

 

1. Bylaws & Balloting

TCS Chair Mr. Mark McClear introduced the previous three TCS meetings, in terms of TCS goals, priority subjects and progress associated with member’s input.

Mr. Mark McClear then introduced the draft Bylaws for member’s review. A few modifications and recommended suggestions were collected from the meeting and integrated into the final version for balloting, including the major definitions on TCS Purpose has been finalized as:

“The purpose of the TCS is to influence and accelerate the development of regional and global Solid State Lighting standards and make recommendations and cooperate with worldwide standards organizations to promote their adoption”

For the voting article D. the quorum rule has been finalized as:

“A quorum of 3/4 of members must vote on a given item for the vote to be binding; an affirmative vote of 2/3 of votes cast is necessary to carry a ballot, otherwise the ballot will fail.”

Other minor changes were also integrated into the final version of Bylaws (attached for your review), which were put to voting for the members on-site.

2. Passing of the Bylaws

There was 20 ISA members participated in the voting and all the 20 ballots have been collected. The results of the voting were recorded by ISA Secretariat. All the 20 voters have voted yes to the passing of the aforementioned ISA TCS Bylaws. This has marked a special moment in ISA TCS growth. The bylaws would be the major guidelines for TCS members to participate, contribute and develop major specifications, recommendations or whitepapers for various priority subjects. Further procedural guidelines proposing new specifications/recommendations topics, revising current ones, as well as documents template would be drafted as supporting documents to the Bylaws.

3. Discussion on Priority Topic One: Shortening reliability testing time

Dr. Cadmus Yuan, representative from TUD Beijing Research Center, introduced the newly released CSA standards CSA-020, as collective efforts from Chinese partners and team of TUD on the CSA/SKL platform.

4. Recycling & green manufacturing of SSL fixtures

Dr. Tsumura gave us a comprehensive overview in this direction.

5 Entry level specification for SSL applications

Dr. Donald Sun from APT Electronics presented the concept proposal for Entry Level Specifications of SSL applications. 

The TCS4 concluded at 15:30.
