The Report of the 8th Meeting of

ISA Technical Committee on Standardization (TCS8)

 

The 8th Meeting of the ISA Technical Committee on Standardization (TCS8) was held November 2nd, 2015 in Shenzhen, China, which was attended by over 50 representatives from research initiatives, corporations, and organizations, including Cree, Lumileds, Inventronics, Shineon, GYLED CSA, SABIC, LatticePower, SKL, Philips, Giant Testing Equipment Ltd., Panasonic, Instrument Systems etc.

Mr. Alex Baker, the Chair of ISA TCS, chaired the meeting,

Item One: Reviewed of TCS Works in 2015

Mr. Alex Baker presented an overview on the past half year progress development. He reiterated 2 points of the vision and missions of TCS:

1) “ISA TCS would not develop their own standards”;

2)  “We are not in competition with existing standard organizations”.

Everyone was welcomed to propose their topic to ISA TCS within 3 principals of topic selection:

1) Meaningful – should have impact;

2) Not redundant – should leverage work and standards of other global organizations;

3) Doable – does not require massive scientific studies.

Topics Introduction and Discussion

Topic One: “LED Road Lighting Products in Cold Region - Performance Requirements”

Dr. Cheng QIAN from SKL presented this topic.

Topic 2: “Research on the Index of Healthy and Comfortable Lighting”

Dr. Jianqi CAI from China National Institute of Standardization (CNIS) made the presentation on this topic.

Topic 3: “Research Development of Health Oriented Lighting in Asia”

Dr. Harry Noguchi from Panasonic presented this presentation.

Topic 4: “Research Development of CycLED Program: Progress Update LED Recycling and Full Life Cycle”

Dr. Stanley Leung from CSA State Key Laboratory presented this topic.

Two working groups were unable to deliver their progress report in TCS8 due to the schedule conflicts. They were required to make the progress reports in the next TCS meeting.

Item Three: New Proposal:

The Chair Mr. Alex Baker called for new project proposal after the preset topic segments. And he had brought one new proposal standing for Lumileds, which was “Recommendation on the Specification of Light Quality Performance Parameters”.

This new proposal had been accepted by the TCS and the volunteers willing to join this working team are:

1)      Mr. Alex Baker (Lumiled)

2)      Mr. Steve Liu (Everfine)

3)      Dr. Jianqi Cai (CNIS)

4)      Dr. Stanley Leung (SKL)

Mr. Alex Baker would lead the working team and an initial report was preferred in the next meeting.

Item Four: Summary of Output

The Chair Mr. Alex Baker on behalf of the meeting made the following conclusion: 

1) the working team of “LED Road Lighting Products in Cold Region - Performance Requirements” project was required to submit an updated report in TCS9;

2) the working team of “Research on the Index of Healthy and Comfortable Lighting” project was required submit an updated report in TCS9;

3) the working team of “Research Development of Health Oriented Lighting in Asia” project was required submit an updated report in TCS9;

4) the “Research Development of CycLED Program – Progress Update LED Recycling and Full Life Cycle” project was required submit an updated report in TCS9;

5) these 2 missing WG reports should be delivered in TCS9;

6) one initial report from the working team of the new proposal about LED lighting control was preferred in TCS9;

7) Each team should achieve more cooperation leading by team leader after TCS8. The teleconference would be held in any necessary called by team leaders;

8) ISA TCS9 would be arranged in 2016. The first proposal on TCS9 is during the Light Fair 2016 in US. The proposal would be distributed to all the TCS members for their attending comments.

TCS8 adjourned at 15:00.
