The Report of the 17th Meeting of
ISA Technical Committee on Standardization (TCS17)
The 17th Meeting of ISA Technical Committee on Standardization (TCS17) was held in the form of webinar on May 25th, 2020 (Beijing time).
Mr. Andreas SCHOLTZ, the Chair of ISA TCS, from Osram and who is also the Chair of IEC TC34, moderated this meeting.
More than 30 experts and staffs from Electric Lamp and Component Manufacturers’ Association of India (ELCOMA), South African Bureau of Standards, Illumination Engineering Society of South Africa, National Academy Sciences of Belarus, Collaborative Research in Engineering, Science and Technology Center of Malaysia (CREST), TAR University College in Malaysia, Vietnam Lighting Association (VLA), Fudan University, Zhejiang University, Signify, Dongguan Institute of Optoelectronics (Peking University), China National Institute of Standardization (CNIS), Unilumin, Longvolt Energy, Dongguan Quality Testing, Institute of Semiconductor (CAS), Lumigro, China SSL Alliance (CSA), Zhejiang Institute of Standardization, Everfine, HPWINNER, DISCO, Beihang University and International Solid State Lighting Alliance (ISA) attended this meeting.
The Chair of ISA TCS, Mr. Andreas SCHOLTZ delivered a welcome address.
Dr. He YANG, from TCS Secretariat, the Executive Secretary of ISA, reported the ISA TCS works in the past 6 months.
1. Released 2 ISA TCS recommendations
Dr. YANG reported the voting results of two standards in his presentation, which were “Prediction for Color Maintenance of LEDs Based on A Spectral Power Distribution Decomposition Method” (drafted by WG8) and “General Technical Specification of LED Luminaires for Horticultural Lighting” (drafted by WG12).
The two projects were adopted entering the discussion procedure with a concomitant working groups (WGs) establishment in 2015. These two projects had been reported, discussed and revised at a number of TCS meetings which respectively held in China, Russia, India, South Africa, Vietnam and Malaysia, seeking common ground by getting them gradually improvements, so as to achieve a better conclusion. Mr. SCHOLTZ formally approved the release of the two recommendation standards at this TCS17, and the two ISA TCS recommendation standards would be officially announced by the TCS Secretariat after the meeting.
2. Eight working groups (WGs) of ISA TCS made their working progress reports
2.1 WG9: “Research in LED Lighting for Poultry Farm Application”, introduced by Prof. Jinming PAN from Zhejiang University.
2.2 WG10: “Technical Report of Control Protocols for LED Smart Home Lighting”, introduced by Dr. Feng HUANG from Signify.
2.3 WG14: “Technical Report of Lighting System Architecture and Standard Overview”, introduced by Dr. Feng HUANG from Signify.
2.4 WG15: “LED Lighting System for Classrooms - Product Requirements and Testing Methods”, introduced by Ms. Lorna WEN from CNIS.
2.5 WG17: “Requirements for On-site Assembly and Commissioning of Multifunctional Street Lamp’s Functional Modules”, introduced by Ms. Zexi HUANG from Unilumin.
2.6 WG18: “Technical Specifications for Solar Street Light with Lithium Battery”, introduced by Mr. Weidong CHEN from Longvolt Energy.
2.7 WG19: “Technical Requirement for LED Fish Gathering Lamp of Fishing Vessels”, introduced by Dr. Benliang LI from Dongguan Quality Testing.
2.8 WG20: “Technical Report on Sun-like LED Terms Definition and Related Issues”, introduced by Dr. Hua YANG from Institute of Semiconductors, Chinese Academy of Sciences.
Aforementioned progress reports of the Working Groups were questioned and discussed. The chairman made detailed comments on the reports of each working group. The Chairman based on the discussions and relevant work carried out by existing international standards organizations, set out the requirements for the work of the Working group on their next step.
3. Other matters and the next meeting
At the end of the meeting, Mr. SCHOLTZ welcomed the representatives of India, South Africa, Belarus, Malaysia and Vietnam. He hoped that the TCS Secretariat would echo the needs of these countries to participate in the ISA TCS Working Group.
Mr. SCHOLTZ hoped the disputing parties could make full use of intercessional meetings to strengthen exchange and tackle the issues raised at the meeting.
In addition, Mr. SCHOLTZ believed that water-purification with UV-C produced by LEDs is a hot topic, he advised TCS members forward relevant new proposals to the TCS Secretariat.
Finally, Mr. SCHOLTZ announced the next meeting (TCS18) would be held on November 4th, 2020. The form and venue of the next meeting would be contingent upon the situation of the epidemic disease. The official announcement of next meeting would be released no later than three months before the meeting
