The Report of the 10^th Meeting of

ISA Technical Committee on Standardization (TCS10)

 

The 10th Meeting of ISA Technical Committee on Standardization (TCS10) was held on Nov. 17^th,2016 in Beijing International Conference Center, China, with more than 40 experts attending. Mr. Alex Baker, the Chair of ISA TCS, hosted this meeting and briefly introduced the ISA TCS works in the past one year, including the TCS9 in New Delhi, India this May.

Item One: ISA Recommendations Release

Recommendation 1:

“LED Road Lighting Products in Cold Region - Performance Requirements”

Dr. Cheng QIAN   made the introduction of this new recommendation on behalf of the Working Group 2, which was formed by the members as CSAS, Epistar, Harbin Lighting Test Center, Inventronics, etc.

Approved by the Chair of ISA TCS, this ISA Recommendation would be officially released after some minor corrections with ISA TCS series number ISATCS-SN-90012016.

Recommendation 2:

“Human Factor Testing on the Index of Healthy and Comfortable Lighting: Terms and Definitions”

Ms. Lorna WEN had made the introduction of this new recommendation on behalf of the Working Group 4, which is formed by the members as CNIS, CSAS, LatticePower, Panasonic, etc. This proposal had been raised 2 years ago in TCS6 and three revisions were made according to the feedback comments. The section of terms and definitions as the first part of the whole ISA TCS Recommendation of this project had been approved by TCS10. The draft writing-up should be enhanced with better English version.

Approved by the Chair of ISA TCS, this ISA Recommendation would be officially released after some corrections with ISA TCS series number ISATCS-SN-70012016.

Item Two: Topics Introduction and Discussion

During this TCS10, two new ISA Recommendations had been officially released, which were:

1. “LED Road Lighting Products in Cold Region - Performance Requirements” (ISATCS-SN-90012016);

2. “Human Factor Testing on the Index of Healthy and Comfortable Lighting: Terms and Definitions” (ISATCS-SN-70012016).

Three Working Groups of ISA TCS had made their working progress reports respectively, which were:

1. WG1: “Research Development of CycLED Program: Progress Update LED Recycling and Full Life Cycle”;

2. WG4: “Research on the Index of Healthy and Comfortable Lighting”;

3. WG7: “Recommendation on the Specification of Light Quality Performance Parameters”.

All the WGs would be required to deliver new working progress reports in the next TCS meeting.

Item Three: New Proposals

Three new proposals had been raised in this meeting, which were:

1.      “General technical specification of LED lamps and lanterns for plant lighting”, submitted by Dongguan Institute of Opto electronics, Peking University;

Dr. Wei WEI from Dongguan Institute of Opto-electronics, Peking University, had made the introduction of this new proposal to ISA TCS.

2.      “Energy efficiency requirement of LED lighting product”, submitted by China Standard Conformity Assessment;

Dr. Jie JIANG from China Standard Conformity Assessment had made the introduction of this new proposal to ISA TCS.

The Chair pointed that the outputs of the two above new proposals were not clear and requested the proposers to fill up the confirmed New Proposal Form and submitted to the ISA TCS for Chair’s review at next TCS.

3.      “Recommendation on the Color Shifting of LED Lighting Product”, submitted by Hohai University (China).

Dr. Jiajie FAN from Hohai University (China) made this proposal on the recommendation on the color shifting of LED lighting product.

This new proposal was preliminarily accepted by TCS Chair Mr. Alex Baker in TCS9. It’s required to fill the confirmed New Proposal Form and submit it to the ISA TCS for Chair’s review. The working group was approved to be formed during the meetings, which should be the ISA TCS WG8.

The “New Proposal Form” (NPF) and “ISA TCS Working Procedure Chart” had been drafted by ISA TCS Chair and secretariat, which would be distributed to TCS members for seeking their comments after meeting. All the new proposals in TCS10 would be required to fill up the approved NPF.

Item Four: Summary of Output

The Chair Mr. Alex Baker on behalf of the meeting made the following conclusions: 

All the presentations were required to be submitted to the TCS Chair through the Secretariat;

The ISA Recommendation of “LED Road Lighting Products in Cold Region - Performance Requirements” was approved for its final release after minor correction. The ISA Recommendation number should be ISATCS-SN-90012016.

The ISA Recommendation of “Human Factor Testing on the Index of Healthy and Comfortable Lighting: Terms and Definitions” was approved for its final release after writing-up correction in grammar. The ISA Recommendation number should be ISATCS-SN-70012016.

The working group of “Research Development of CycLED Program – Progress Update LED Recycling and Full Life Cycle” project was requested to submit an updated report in TCS11;

The working group of “Recommendation on the Specification of Light Quality Performance Parameters” project was requested to submit an updated report at TCS11;

The 3 missing WG progress reports were requested to be delivered in TCS11;

The ISA TCS working procedure chart and New Proposal Form would be distributed by the Secretariat to the ISA TCS members for seeking comments;

Each WG should achieve more cooperation leading by WG leader after TCS10. The teleconference could be held for team discussions, called by team leaders;

ISA TCS11 would be arranged in the middle of 2017.

The Chair of TCS Mr. Alex Baker formally closed the TCS10 at 15:00.
