The Report of the 11th Meeting of
ISA Technical Committee on Standardization (TCS11)
The 11th Meeting of ISA Technical Committee on Standardization (TCS11) was held on May 17th, 2017 in Cape Town, South Africa, with more than 40 experts attending. Mr. Alex Baker, the Chair of ISA TCS, hosted this meeting and briefly introduced the ISA TCS works in the past half year.
Item One: Invited Special Key Notes on “Lighting Standards Development in South Africa”.
Mr. Sekwanele Kubeka, the senior standards developer of South Africa Bureau of Standards (SABS), had delivered the presentation of the lighting standards development in South Africa. The current working status on standardization and cooperation with other international standardization organizations had been introduced.
Item Two: Topics Introduction and Discussion.
Topic 1 “Research Development of CycLED Program: Progress Update LED Recycling and Full Life Cycle”
Dr. Cheng QIAN from the State Key Lab of SSL in China had made the working progress report on behalf of working group 1.
Topic 2 “Research on the Index of Healthy and Comfortable Lighting”
Ms. Lorna WEN, on behalf of Dr. Jianqi CAI from China National Institute of Standardization (CNIS), made the presentation on this topic.
Topic 3 “Recommendation on the Specification of Light Quality Performance Parameters”
Mr. Alex Baker from Lumileds reviewed the outline for the ISA Recommendation for the group’s consideration and comment.
Topic 4 “Recommendation on the Color Shifting of LED Lighting Product”
Dr. Jiajie FAN from Hohai University (China) made this introduction on the recommendation on the color shifting of LED lighting product.
Item Three: New Proposals
The Chair Mr. Alex Baker called for new project proposals after the preset topic segments. Two new proposals were submitted in this meeting:
Proposal 1: “LED Lighting Standard System”
Dr. He Yang had made the presentation on behalf of Dr. Wei Gao from CSAS to introduce the current LED lighting standard system which had been established in China, including the international standards, national standards, industry standards, etc.
It had been applied to enhance the scientific system research of LED standard system. This proposal had not been clarified with its purpose and output. It’s encouraged to fill the confirmed New Proposal Form and submit it to the ISA TCS for Chair’s review.
Proposal 2: “LED Lighting for Poultry Farm Application: Terms and Definitions”
Mr. Jinsong Jiang from Light Talk China made this proposal on the standard of LED lighting for poultry applications.
This innovative LED application and its significance of this research had been acknowledged by the TCS. This new proposal had been preliminarily accepted by TCS Chair Mr. Alex Baker in TCS11. It’s required to fill the confirmed New Proposal Form and submit it to the ISA TCS for Chair’s review.
The working group was approved to be formed during the meetings, which should be the ISA TCS WG9.
Item Four: Summary of Output
The Chair Mr. Alex Baker on behalf of the meeting made the following conclusions:
1) All the presentations were required to be submitted to the TCS Chair through the Secretariat;
2) The output statement draft from working group of “Research Development of CycLED Program – Progress Update LED Recycling and Full Life Cycle” project would be reviewed by TCS chair and then distributed for seeking comments among the TCS members;
3) The output recommendation draft from working group of “Research on the Index of Healthy and Comfortable Lighting” project would be reviewed by TCS chair and then distributed for seeking comments among the TCS members;
4) The working group of “Recommendation on the Specification of Light Quality Performance Parameters” project was requested to submit an updated report at TCS12;
5) The working group of “Recommendation on the Color Shifting of LED Lighting Product” project was requested to submit an updated report at TCS12;
6) The 4 missing WG reports were requested to be delivered in TCS12;
7) The new proposal of “LED Lighting for Poultry Farm Application: Terms and Definitions” had been adopted by ISA TCS and its updated working report would be requested to deliver in TCS12;
8) Each team should achieve more cooperation leading by team leader after TCS11. The teleconference could be held for team discussions, called by team leaders;
9) ISA TCS12 would be arranged in Nov. 2017.
The TCS11 was held during the Illumination Engineer Society of South Africa (IESSA) 2017 IESSA Congress (Annual General Meeting) at the River Club in Cape Town, South Africa. In the same period, the ISA South Africa International SSL Forum 2017 was also held. Department of Science and Technology (DST), South Africa, the National Metrology Institute of South Africa, and the National Energy Development Institute of South Africa participated in and supported the meeting.
At last, the Chair of the ISA TCS and the ISA Secretariat expressed their gratitude to the above support units, and in particular to IESSA for the arrangement and support of the meeting.
The Chair of TCS Mr. Alex Baker formally closed the TCS11 at 15:00.
