The Report of the 15th Meeting of

ISA Technical Committee on Standardization (TCS15)

 

The 15th Meeting of ISA Technical Committee on Standardization (TCS15) was held at the meeting room of Hotel Equatorial in Penang, Malaysia, on May. 15.

Mr. Andreas Scholtz, as the Chair of ISA TCS, from Osram and who is also the Chair of IEC TC34, moderated this meeting. Nearly 60 experts and staffs from Osram, China National Institute of Standardization (CNIS), Hohai University, Zhejiang University, China Solid-State Lighting Alliance Standardization Committee (CSAS), Dongguan Institute of Optoelectronics (Peking University), Fuzhou Internet of Things Open Lab, Inventronics, Hangzhou Hpwinner, Unilumin, Anhui Longvolt Energy, Rangdong Lighting (Vietnam),  Itramas Corporation, QAV Technologies, Alion Solution,Osram Malaysia, Lumileds, University of Malaya, INOR, Monash University Malaysia, SIRIM, NCIA, Collaborative Research in Engineering, Science and Technology of Malaysia (CREST) and ISA attended this meeting.

The Chair of ISA TCS, Mr. Andreas Scholtz delivered the welcome address.

Mr. Jaffri Ibrahim, CEO of CREST (the support organization of this meeting), welcomed the participants on behalf of CREST and introduced the features of CREST.

Dr. He Yang, from TCS secretariat, Executive Secretary of ISA, briefly introduced the ISA TCS works in the past 6 months.

8 working groups (WGs) of ISA TCS made their working progress reports respectively, which were:

1. WG4:“Human Factor Testing on the Index of Healthy and Comfortable Lighting - Test method and technical requirements based on physiological function of human eyes” introduced by Ms. Rongrong WEN, China National Institute of Standardization (CNIS).

2. WG8:“Recommendation on the Color Shifting of LED Lighting Product” introduced by Dr. JiajieFAN, Hohai University, China.

3. WG9:“Research in LED Lighting for Poultry Farm Application” introduced by Mr. Jinsong JIANG on behalf of Zhejiang University, China.

4. WG11:“Application Layer Communication Protocols for the Interface in Intelligent Public LED Lighting Systems” introduced by Mr. Hao XU, China Solid-State Lighting Alliance Standardization Committee (CSAS).

5. WG12:“General technical specification of LED lamps and lanterns for plant lighting” introduced by Mr. Hong XU on behalf of Dongguan Institute of Optoelectronics (Peking University), China.

6. WG13:“NB-IoT-based street lighting system: background, technology, and standardization” introduced by Mr. Haojia SUN, Fuzhou Internet of Things Open Lab, China.

7. WG15:“LED Lighting System for Classrooms - Product Requirements and Testing Methods” introduced by Ms. Rongrong WEN, China National Institute of Standardization (CNIS).

8.  WG16:“Interface Requirements for Intelligent Street Lighting Controller” introduced by Mr. Simon CHEN, Hangzhou Hpwinner, China.

After the WGs reported their work, 2 new proposals were raised, which were:

1. “Requirements for on-site assembly and commissioning of multifunctional street lamp functional modules” introduced by Ms. Zexi HUANG, Unilumin.

2. “Technical specifications for solar street light with lithium battery” introduced by Mr. Weidong CHEN, Anhui Longvolt Energy.

Participants were interested in each WG report and asked questions and had discussions around these topics. The chairman commented in detail on each WG report, he made a conclusion based on the discussion, the relevant work carried out by the existing international standards organization and his own judgment. Then, he put forward the request to the next work content of the WGs.

For the two new recommendation reports, the chairman commented on the three principles of "meaningful", "non-repeatable" and "actionable" in the ISA TCS, and asked the reporter to clarify the doubtful points in the discussion and put forward detailed requirements for the next step.

The TCS15 meeting minutes would be drafted by the secretariat of TCS including the contents and the related resolutions of this meeting. The minutes would be sent to the chairman of TCS for his approval and the minutes would be then sent to all TCS members. The chairman also announced at the meeting that the next meeting (TCS16) would be held in Shenzhen, China on November 27th, 2019 and that the specific arrangements of TCS16 would be informed to all the TCS members by the secretariat in due time. 

In the end, ISA Secretariat on behalf of ISA and the participants expressed their appreciation for the valuable support of CREST. particularly thanks gave Mr. Jaffri Ibrahim, CEO of CREST to him and his team for their kind efforts on the preparation and thoughtful arrangements for a successful meeting.

The meeting was adjourned at 17:00 local time.
