The Report of the 14th Meeting of
ISA Technical Committee on Standardization (TCS14)
The 14th Meeting of ISA Technical Committee on Standardization (TCS14) was held on Nov. 7at the New Main Building Conference Center, Beihang University, in Beijing, China, which was supported by Beihang University. More than 20 experts on standards from Osram, China National Institute of Standardization (CNIS), Hohai University, Zhejiang University, Signify, China Solid-State Lighting Alliance Standardization Committee (CSAS), Dongguan Institute of Optoelectronics (Peking University), Fuzhou Internet of Things Open Lab, Hangzhou HPWINNER, Shanghai Sansi and Xiamen Lumigro attended the meeting.
Mr. Andreas Scholtz, the chairman of ISA TCS, and the chairman of IEC TC34 from Osram, moderated this meeting and delivered the welcome remarks.
Dr. He Yang, Head of TCS secretariat, Executive Secretary of ISA, briefly introduced the ISA TCS works in 2018.
Ten working groups (WGs) of ISA TCS made their working progress reports respectively, which were:
1. WG4: “Human Factor Testing on the Index of Healthy and Comfortable Lighting - Test method and technical requirements based on physiological function of human eyes” introduced by Prof. Jianqi CAI, China National Institute of Standardization (CNIS).
2. WG8: “Recommendation on the Color Shifting of LED Lighting Product” introduced by Dr. Jiajie Fan, Hohai University, China.
3. WG9“Research in LED Lighting for Poultry Farm Application” introduced by Prof. Jinming PAN, Zhejiang University, China.
4. WG10: “Technical report of control protocols for LED smart home lighting” introduced by Dr. Feng HUANG, Signify (Philips)
5. WG11: “Application Layer Communication Protocols for the Interface in Intelligent Public LED Lighting Systems” introduced by Dr. Hao XU, China Solid-State Lighting Alliance Standardization Committee (CSAS).
6. WG12: “General technical specification of LED lamps and lanterns for plant lighting” introduced by Dr. Qi WANG, Dongguan Institute of Optoelectronics (Peking University), China.
7. WG13: “NB-IoT-based street lighting system: background, technology, and standardization” introduced by Mr. Mingwei XU, Fuzhou Internet of Things Open Lab, China.
8. WG14: “Technical report of lighting system architecture and standard overview” introduced by Dr. Feng Huang, Signify (Philips).
9. WG15: “LED Lighting System for Classrooms - Product Requirements and Testing Methods” introduced by Prof. Jianqi CAI, China National Institute of Standardization (CNIS).
10. WG16: “Interface Requirements for Intelligent Street Lighting Controller” introduced by Mr. Simon CHEN, Hangzhou HPWINNER, China.
The participants showed great interest in each topic of the working groups. There were heated discussions around the reports. The chairman made detailed comments on each report, presented his own views and summarized its improvement as well as follow ups.
In order to improve the work efficiency and standardize the working procedures, this meeting discussed the relevant working process, hierarchy setting and procedures of TCS in detail, which would help the TCS further clarifying the composition of the sub-committees, working groups, the formation of working group leaders, the classification of participant members (P-members) and observing members (O-members).The application processes, the rights and obligations of the members and other related matters had also been established. The clearer and exercisable rules for the work report(s), the timing of submission of the new proposal(s), the voting conditions, the serial numbers of new proposal(s) and publication numbers of the final released recommendation(s) etc. were also fixed.
The TCS14 meeting minutes would be drafted by the secretariat of TCS including the contents and the related resolutions of this meeting. The minutes would be sent to the chairman of TCS for his approval and the minutes would be then sent to all TCS members. The chairman also announced at the meeting that the next meeting (TCS15) would be held in Malaysia in mid-May 2019 and that the specific arrangements of TCS15 would be informed to all the TCS members by the secretariat in due time.
