The Report of the 16th Meeting of

ISA Technical Committee on Standardization (TCS16)

 

The 16th Meeting of ISA Technical Committee on Standardization (TCS16) was held at the Chrysanthemum Hall of Shenzhen Convention and Exhibition Center, China, on November 27th, 2019.

Mr. Andreas Scholtz, as the Chair of ISA TCS, from Osram and who is also the Chair of IEC TC34, moderated this meeting. Nearly 30 experts and staffs from China National Institute of Standardization (CNIS), Signify, China Solid-State Lighting Alliance Standardization Committee (CSAS), Dongguan Institute of Optoelectronics (Peking University), Fuzhou Internet of Things Open Lab, Hpwinner, Unilumin, Anhui Longvolt Energy, Lumigro, Dongguan Quality Testing attended this meeting.

The Chair of ISA TCS, Mr. Andreas Scholtz delivered the welcome address.

Dr. He Yang, from TCS secretariat, Executive Secretary of ISA, briefly introduced the ISA TCS works in the past 6 months.

1. Released 3 ISA TCS recommendations

1.1 WG13: “Technical Specification for Smart Control System of Street Lighting Based on Narrow Band Internet of Things (NB-IoT)” introduced by Mr. Haojia Sun from Fuzhou Internet of Things Open Lab.

1.2 WG4: “Human Factor Testing on the Index of Healthy and Comfortable Lighting – Test Method and Technical Requirements Based on Physiological Function of Human Eyes” introduced by Ms. Lorna Wen from China National Institute of Standardization (CNIS).

1.3 WG11: “Application Layer Communication Protocols for the Interface in Intelligent Street Lighting Systems” introduced by Mr. Hao XU from China Solid-State Lighting Alliance Standardization Committee (CSAS).

2. Six working groups (WGs) of ISA TCS made their working progress reports

2.1 WG10: “Technical Report of Control Protocols for LED Smart Home Lighting”, introduced by Dr. Feng Huang from Signify.

2.2 WG12: “General Technical Specification of LED Luminaires for Horticultural Lighting”, introduced by Mr. Hong XU on behalf of Dongguan Institute of Optoelectronics (Peking University).

2.3 WG14: “Technical Report of Lighting System Architecture and Standard Overview”, introduced by Dr. Feng Huang from Signify.

2.4 WG15: “LED Lighting System for Classrooms - Product Requirements and Testing Methods”, introduced by Ms. Lorna Wen from CNIS.

2.5 WG17: “Requirements for On-site Assembly and Commissioning of Multifunctional Street Lamp’s Functional Modules”, introduced by Ms. Jialuan Yu from Unilumin.

2.6 WG18: “Technical Specifications for Solar Street Light with Lithium Battery”, introduced by Mr. Weidong Chen from Longvolt Energy.

3. Three new proposals were raised

3.1 “General Technical Requirements of LED Lighting System for Leafy Vegetables Production” raised by Mr. Hong Xu from Lumigro.

3.2 “Technical Requirement for LED Fish Gathering Lamp of Fishing Vessels” raised by Dr. Benliang Li from Dongguan Quality Testing.

3.3 “Technical Report on Sun-like LED Terms Definition and Related Issues” raised by Dr. Hua Yang from Institute of Semiconductors, Chinese Academy of Sciences.

For the three new recommendation reports, the chairman commented on the three principles of "meaningful", "non-repeatable" and "actionable" in the ISA TCS, and asked the reporter to clarify the doubtful points in the discussion and put forward detailed requirements for the next step. Finally, the chairman made the following resolutions: to adopt the two proposals of “Technical Requirement for LED Fish Gathering Lamp of Fishing Vessels” and “Technical Report on Sun-like LED Terms Definition and Related Issues”. The proposal of “General Technical Requirements of LED Lighting System for Leafy Vegetables Production” should be revised and follow-up work would be discussed at the next TCS meeting.

The TCS16 meeting minutes would be drafted by the secretariat of TCS including the contents and the related resolutions of this meeting. The minutes would be sent to the chairman of TCS for his approval and the minutes would be then sent to all TCS members. The chairman also announced at the meeting that the next meeting (TCS17) would be held in Munich, Germany on May 25th, 2020 and that the specific arrangements of TCS17 would be informed to all the TCS members by the secretariat in due time.
