During 7-9 November ,2014 in conjunction of the 11^th China International Forum on Solid State Lighting (CHINA SSL 2014)and ISA 2014 General Assembly, 21 representatives of governments and SSL industries from BRICS countries were invited to participating in the “the 1st Meeting of BRICS Solid State Lighting Collaboration Working Group”(BRICS SSL WG). The International Solid State Lighting Alliance (ISA) was commissioned to organized this meeting.

Mr. CHEN Linhao, the Deputy Director General, Department of International Cooperation, Ministry of Science and Technology as the representative of the host country delivered his opening statement.

Madam WU Ling, the president of ISA and Secretary General of China SSL Alliance (CSA) delivered her welcome remarks.

Mr. Ruisheng Yue, the Secretary General of ISA moderated the whole day’s Meetings.

According to the previously communicated Agenda, each BRICS countries are invited to deliver two presentations. One was from the perspective of governmental perspectives which including the introduction of the Strategies, planning, policies and R&D on promoting SSL development. And the other was from the industrial perspectives which including the current status of SSL industry, experiences, lessons, market information and the needs for future cooperation.

The following representatives on behalf of their respective countries made the presentations:

A number of Q & A was undertaken after every presentation.

Mr. Ruisheng Yue introduced the drafted Term of Reference (TOR) of BRICS SSL Cooperative Working Group. He said that according to the previous consultation the drafted TOR was prepared for the discussion of this meeting. The purpose of this TOR was to set up a preliminary rule for future activities.

The floor was opened for discussions after a detailed introduction of paragraphs one by one.

Some concerns and clarifications had been made.

After some editorial and grammar corrections the meeting adopted this TOR with acclamation.

Mr. Yue introduced that two subjects for cooperation was proposed after survey and discussions with the representatives who participated in the ISA organized two BRICS meetings on SSL. Three experts were invited to give a detailed presentation on the subjects.

Dr. Changan Yuan, the director of projects, from the State Key Laboratory of Solid State Lighting (SKL),CSA introduced the” Accelerating lumen depreciation test method for LED lighting products”.

Dr. Cheng Qian of SKL,CSA gave a presentation of “A sketch for discussion” which focused on the rationales and implementation as well as cooperation executive process.

Mr. Xiang Zhou, the deputy director of SKL, CSA introduced the “Module interface” which raised the issues of Maintenance and replacement, difficult to unify the different enterprise, constant voltage/ constant current, as well as how to choose.The interface actually including the four interfaces: photometric interface, mechanical interface, electrical interface and thermal interface.

After an intensive Q& A, Mr. Shyam Sujan, on behalf of India and Mr. Barry Bredenkamp ,on behalf of South Africa expressed their willingness to participate in the cooperation on ” Accelerating lumen depreciation test method for LED lighting products”.

Mr. Yue proposed that the meeting confirmed the contact persons for this Working Group. The meeting subsequently confirmed the following experts as the Contact Persons of this Working Group:

Brazil:       Ms. Anna Gabriella Tempesta, Mr. Georges Blum;

Russia:       Mr. Anton Chernyakov, Mr. Evgeny Dolin;

India:        Ms. Rita Gupta ,Mr. ShyamSujan;

China:        Ms. Jianqun Hao (the other one is to be confirmed by China)

South Africa:  Ms.Cordellia Sita, Mr. Barry Bredenkamp

One representative proposed that next meeting of this working group were held in their country and Mr. Yue replied that which would involve some logistical arrangements and  associated cost and subject to later discussion including listen to the views of the members.

 Mr. Yue on behalf of the meeting concluded that:

1.       The meeting adopted the TOR of the Working Group;

2.       The meeting confirmed the contact persons of the Working Group ;

3.   India and South Africa were willing to participate in the cooperation on ” Accelerating lumen depreciation test method for LED lighting products”and the contact experts will be confirmed later on;

4.       The minutes of this meeting and PPTs will be sent to the representatives as soon as possible.

The representatives invited to visit the Forest Lighting Co., Ltd in the morning of Nov. 9 and the General Manager Mr. Lawrence Lin accompanied the whole visiting. The Forest Lighting is a comprehensive photoelectric manufacture focused on LED packaging and LED application products.

The representatives invited to visit the Advanced Photoelectronic Technology Co., Ltd.(APT)  in the afternoon of Nov.9 and the General Manager Dr. Guowei Xiao accompanied the whole visiting. APT focused on manufacture multi LED modules including high power LED modules.

The whole activities of The First Meeting of BRICS SSL Cooperative Working Group were adjourned in the evening of Nov.9 in Guanghzou, China.
