The 6th Meeting

The 6th Meeting of BRICS SSL (solid state lighting) Collaboration Working Group (hereafter in BRICS SSL WG) was held on July 8th -11th, 2019 in Beijing, China. The meeting was hosted by the Secretariat of BRICS SSL Collaboration Working Group (the Secretariat of International SSL Alliance). 8 delegates from Ministry of Science and Technology, Research Institute and SSL Associations of BRICS countries and 7 delegates from ‘BRICS+’ countries (Vietnam, Thailand, Malaysia, Belarus, America and Myanmar) participated this meeting. Representatives from the Department of International Cooperation of Ministry of Science and Technology of China, Kunming Science and Technology Bureau, Hangzhou Standardization International Exchange Center, Beijing Tsinghua Holdings Habitat Development Lighting Institute Co., Ltd. (THDLI), Beijing New Space Technology Co., Ltd. (New Space), Beijing Landsky Environmental Technology co., Ltd. (Landsky) and Signify attended this meeting. There were more than 40 participants in total.

The Plenary session of the 6th Meeting of BRICS SSL WG was held in the multi-function hall of THDLI on July 8th. The meeting will be chaired by the head of the secretariat of the WG.


1. Xuemei Yang, Director of International Cooperation Division, International Cooperation Department, Ministry of Science and Technology of China (MOST), delivered her welcome remarks.

She said MOST had given effective guidance and support to the development of SSL industry in China during the past decade. Since 2003, China has become the largest producer, application and exporter of SSL all over the world. In 2018, the total output value of SLL industry of China reached 737.4 billion yuan. Today, industrial white LED efficiency had increased to 180 lm/W while it was only 20 lm/W in 2003.

She introduced that in 2018 China LED epitaxial slice production capacity reached about 12 million pieces per month and newly adding 213 MOCVD equipment, produced about 13.5 billion LED lighting products, with a penetration rate of 49%, saving 279 billion kilowatt hours of electricity and reducing carbon emissions by 220 million tons. SSL not only greatly improved the lighting quality of people, but also made a corresponding contribution to the sustainable development of mankind.    

 

She mentioned that the SSl industry in each BRICS country was at different stage of development, with different needs and characteristics in R&D, industrial development and application, which reflected the importance of cooperation among the BRICS countries. She congratulated that the working group had contributed the development and deployment of SSL in BRICS countries. And pointed out that in the past five years, the cooperation activities in this group mainly reflected in sharing SSL innovation policy, technology transfer, promoting research and application of SSL standards and test methods; SSL industry docking and demonstration. She concluded that the success of this group was inseparable from the support of Ministry of S&T, relevant research institutions, industrial associations of participating countries. She expressed appreciation on behalf MOST to all the participants and wished the success of the meeting.

2. Dr. Jianlin Cao, President of ISA and former Vice Minister of MOST, delivered a speech.

Dr. Cao on behalf of ISA welcomed the participants and thanked the organizers and supporters of the meeting. He pointed out that the rapid popularization of SSL in China shows that the application and future development of SSL had broad prospects. Today, the conditions for the promotion and application of SSL in BRICS countries was much better than that of a few years ago, but each country still had its own difficulties, which needed to be tackled in combination with the their actual situation.

 

Today, SSL was already a large scale industry in China, and SSl industry would continue to develop vigorously in the future. The new generation of semiconductor materials has many applications, such as internet of things (IOT) and the next generation of household appliances, which would be the pioneers to solve related industrial development problems. We should pay more attention to the semiconductor industry. Science and technology had no national boundaries and should benefit all mankind, especially developing countries and those who still troubled by the basic problems of survival and development. We had a responsibility to have the advanced science and technology to play an important role in solving the problem of poverty in these developing countries.

 

He welcomes international cooperation and was willing to share past experience of SSL development in China with friends from all over the world. Working together to deal with future problems of SSL development, draw on each other's strengths and make the world a better place. He wished the BRICS SSL Collaboration Working Group more and more fruitful in future work.

 

3. BRICS SSL Development Forum

8 delegates from Ministry of Science and Technology, Research Institute and SSL Associations of BRICS countries introduced the latest policy, planning, national SSL industry development present situation and prospects, the market demand in BRICS. And they shared the SSL innovation, research and development and deployment, the opportunities and challenges in the process of application in their countries.

 

3.1 Mr. Sergio Celaschi, Co-Coordinator in the Smart Cities Field from the Information Technology Center (CTI) of Ministry of Science, Technology and Innovation (MCTI), introduced the Latest overall situation of SSL development and applications in Brazil from three aspects: research and development demand, market challenge and member demand.

3.2 Mr. Carlos Ferreira, Permanent representative of Brazilian Association of the Lighting Products Importers (ABILUMI) in Shenzhen, introduced the latest development, market situation and government policy of Brazilian SSL products in recent two years.

3.3 Dr. Anton Chernyakov, Researcher of Submicron Heterostructures for Microelectronics Research and Engineering Center of RAS (SHM R&E Center), introduced the main business of the center, as well as the partners, mainly introduced the new Russian LED test method.

3.4 Mr. Evgeny Dolin, ECO of LEDs and LED-based Systems Russian Manufacturer's Nonprofit Partnership (NPRPSS), introduced NPRPSS, and then introduced the development, significant measures and initiatives of Russian SSL market. Finally, he invites all of you to attend the SSL exhibition in Russia this September, and looks forward to cooperating with other countries.

3.5 Mr. Kishor Chavan, Deputy General Manager (Technical) of EESL India, introduced the nature and business model of the company, the projects it has carried out, the global business distribution, the street lighting renovation in India, the ways of interior lighting renovation and the achievements it has achieved.

3.6 Mr. Jun RUAN, Deputy Secretary General of China SSL Alliance, introduced the development of China SSL industry, the development and application of standards, and future plans.

3.7 Dr. Natasha van der Walt, Former President of Illumination Engineering Society of South Africa (IESSA), introduced the development status of South African SSL industry from the aspects of South African national lighting quality testing standard, South African quality assurance framework, SSL market focus, lighting standards and lighting cost management.

3.8 Mr. Sihle Qwabe, Electrotechnical Engineering Senior Manager of South African Bureau of Standards, introduced the SSL policy of South African government from the aspects of stakeholders, legislation, standard evaluation, SSL industry, and market challenge.

4. Seminar on the development trend of SSL in ‘BRICS+’ countries.

Four delegates from ’BRICS+’ countries introduced the research, development, application and market trends of SSL in ‘BRICS+’ countries.


 

4.1 Dr. Yuri Trofimov, Director of Center of LED and Optoelectronic Technologies in National Academy of Sciences of Belarus, introduced the development of SSL industry in Belarus from the aspects of market situation, product quality, technology and beyond lighting application.

4.2 Mr. Lim Hoo Kooi, LED/SSL Program Director of Collaborative Research in Engineering, Science & Technology (CREST), Malaysia, introduced Malaysia SSL industry development trend and market outlook.

4.3 Dr. Nan Sandalar Lwin, Director of Renewable Energy and Electronic Technology Research Center (Department of Research and Innovation), introduced the development and market prospect of the SSL industry in Myanmar from the aspects of power consumption, lighting problems, opportunities and challenges.

4.4 Mr. Sakda Boonthongmai, Chief of Appliance Efficient Promotion Department of Demand Side Management and Social Affairs Division of Electricity Generating Authority of Thailand (EGAT), introduced the information about EGAT, and introduced the development status, problems and challenges of the SSL industry in Thailand from the perspectives of demander and supplier.

5. BRICS SSL Collaboration Working Group Meeting


5.1 Dr. Norman Bardsley, Chief Analyst of ISA, introduced the characteristics and industrial development of the global SSL market in 2019, conduct in-depth analysis.

5.2 Dr. He Yang, Executive Secretary of ISA, made the 2019 working report on behalf of the secretariat of BRICS SSL Collaboration Working Group. He summarized the work progress and introduced future plans of the Working Group.

The meeting adjourned at 18:00.

 

On July 9th, the second day of the 6th Meeting of BRICS SSL Collaboration Working Group, the secretariat held the Workshop of the Technology of SSL Whole Industry Chain at the Institute of Semiconductors, Chinese Academy of Sciences (IOS) in the morning. In the afternoon, the Workshop of Design and Technology on SSL Landscape Lighting was held at Beijing Tsinghua Holdings Habitat Development Lighting Institute Co., Ltd. (THDLI). More than 40 delegates from BRICS countries, ‘BRICS+’ countries, THDLI, Beijing New Space Technology Co., Ltd. (New Space), and Beijing Landsky Environmental Technology co., Ltd. (Landsky) and Signify attended the workshops. After the workshops, delegates visited IOS and THDLI.

 

In the morning, the Workshop of the Technology of SSL Whole Industry Chain was held at the meeting room of China SSL Alliance.

Dr. Bin Xue from the SSL Research and Development Center of IOS introduced the information about the Center. Participants discussed the issues related to the whole industrial chain of LED, the operation mechanism and related issues of the Center and IOS.

After the meeting, Dr. Tongbo Wei and Dr. Bin Xue led the participants to visit the laboratory of the Center and explained the machines, equipment, their functions, and technological processes in details on how to make a LED lighting source from MOCVD to package, which formed a whole process of the LED production.

In the afternoon, the Workshop of Design and Technology on SSL Landscape Lighting was held at the multi-function hall of THDLI.


1. Mr. Huimiao Liang, the Vice President of Landsky, gave a speech on ‘Lighting Narrates the Stories of Cities’.

He introduced the development, goals and vision, social responsibility and global layout of Landsky. Landscape lighting projects such the lighting of 2008 Nest-type Beijing Olympic Stadium, the lighting of 2016 G20 Summit home court, the lighting of 2017 ‘The Belt and Road’ Summit Scenic Spot and Beijing Olympic Park lighting show were all created by Landsky.

 

2. Mr. Yunxia Feng, the Vice President of New Space, gave a presentation on ‘The Application of Intelligent Lighting’.

She introduced some famous projects made by New Space, such as night Tours to Hangzhou (where G20 Summit was held) and Xiamen (where BRICS Summit was held). She analyzed the current situation of smart city construction and the problems encountered in the smart lighting construction, and introduced the smart lighting integrated management platform, smart street lamp system architecture, smart street lamp pole and smart street lamp integrated management platform.

 

3. Mr. Haolei Rong, the President of THDLI, introduced THDLI from business, performance and other aspects.

He pointed out the economic and aesthetic challenges of urban landscape lighting in China, such as sameness, excessive investment, disturbing people and energy consumption. Meanwhile, he suggested methods to solve these problems. He hoped that in the future, landscape lighting could gain a sustainable development environment through the optimization of lighting quality and the specification of lighting results.


4. Ms. Haiyan Chen, the Vice President of THDLI, gave a speech on ‘Big event and city IP’.

She took Hangzhou Qianjiang New Town Lighting Design and other lighting projects as examples, introduced how lighting at night improve the influence and promote the IP construction of the city.

5. Ms. Li Li, the Vice President of THDLI, gave a speech on ‘Culture lighting show’.

She described how landscape lighting combined with local cultural practices, in this way, local tourism and economic development could be promoted.

 

6. Ms. Haiyan Rong, the Director of Urban Planning and Design Institute of THDLI, gave a presentation on ‘To Solve Urban Lighting Problems by Using Planning’

She introduced that in the planning practice of nearly 100 cities in the past, THDLI comprehensive used of the overall control planning, the overall urban design, urban night travel planning and other planning methods, to solve the complex needs of the clients in the construction management.
 

7. Mr. Shuai Gao, the Vice Chief Engineer of THDLI, gave a presentation on ‘Consulting Services for City Lighting Based on Think Tank’.

He believed that lighting think tank could assist decision-making at the establishment stage of urban landscape lighting project, control the quality during the project implementation, and assist the publicity after the completion of the project to strengthen the planning of the project, ensure the authenticity and realization of the technology, and maintain the lasting and influential role of the construction.

 

8. Ms. Ye Ma, the General Manager of Beijing Qingcheng Commodities Shing Lighting Research Institute Ltd., gave a speech on ‘Test for Practical Application and Thousand Cities Brightness Survey’.

Based on research data and case analysis, she introduced the basic principles and quantitative benchmarks for designing urban brightness.


9. Mr. Zhipeng Pan, the Vice Chief Engineer of THDLI, gave a presentation on ‘Virtual Reality and Lighting Design AIDS’.

He introduced and showed the lighting simulation and material simulation software designed by THDLI.

After the meeting, Mr. Zhipeng Pan and Mr. Shuai Gao led the participants to visit the exhibition hall and laboratory of THDLI and experienced the virtual reality (VR) design.

The delegates expressed great interest in the speeches. They believed that Chinese urban landscape lighting design had its own characteristics, advanced methods and visual impact. On the spot, the Russian representatives expressed his willingness to cooperate.

 

In the evening, the Secretariat organized the delegates to visit Beijing Olympic park and watch lighting and fountain show.

 

 On July 10th, the third day of the 6th Meeting of BRICS SSL Collaboration Working Group, the secretariat held the Workshop of the Workshop of LED Packaging Technique at Shineon (Beijing) Technology Co., Ltd. (Shineon) in the morning. In the afternoon, the Workshop of Display Backlight and OLED was held at BOE Technology Group Co., Ltd. (BOE). More than 20 delegates from BRICS countries, ‘BRICS+’ countries, Beijing Landsky Environmental Technology co., Ltd. (Landsky) attended the workshops and visited the exhibition hall and production workshop of the two companies.


In the morning, the Workshop of the Workshop of LED Packaging Technique was held at the meeting room of Shineon.

 

Mr. Guoxi Sun, General Manager of Research and Development of Shineon, introduced the   history of Shineon, from device to module development, to full spectrum LED, global influence of Shineon, classroom lighting solutions, newly developed Mini LED products and micro LED under development and other recent progress.

Representatives raised questions and discussed in detail about the full spectrum lighting source, product yield, spectrum configuration, packaging process, MiniLED application prospect and MicroLED research and development prospect.

After the meeting, the delegates visited the module exhibition room of Shineon, and had a close look to the Micro LED module which presented a dynamic image. Participants also visited the production workshop of Shineon, including the equipment and production status of LED production lines such as welding line station, solid crystal station and glue filling station.

 

In the afternoon, the Workshop of Display Backlight and OLED was held at the meeting room of BOE.

 

The head of marketing of the company led the representatives to visit the two exhibition halls and production workshop of BOE. Participants learned about BOE's development history, patents, intelligent manufacturing services, innovative applications of LED in vehicle, industrial control, intelligent medical equipment, transparent display and other aspects. Delegates were impressed by the diversity and advancement of the products, particularly their OLED products as well as the automated production lines in manufacturing the parts of display.

After the visit, Ms. Man Zhang introduced the general situation of BOE factory, the research on optical application, and the new progress and application examples of plant lighting solutions. Mr. Bin Zhang made a special introduction to OLED.

Delegates discussed display technology and OLED issues with the experts of BOE.
