The 8th Meeting of BRICS Solid State Lighting Collaboration Working Group (BRICS SSL WG) was held from 8-9 September 2021. The meeting was organized by the Secretariat of BRICS SSL WG (Secretariat of ISA) and convened in the form of online (Webinar by Zoom) due to the global COVID-19 pandemic.
More than 20 delegates from Ministry of Science and Technology, Research Institutes and SSL industries of BRICS countries (Brazil, Russia, India, China and South Africa) participated in the meeting.
Other 20 delegates from R&D institutes, universities and SSL industries of 9 countries, i.e. Belarus, Chile, Malaysia, Austria, Thailand, USA, Germany, Myanmar, Vietnam and Zambia also participated in the meeting.
The representatives from following organizations participated in this meeting. i.e. Signify, Osram, Landsky Technology Group Co., Ltd.,GOPRO, National Institute of Metrology, China, Shenzhen Guangnuo Co., Ltd., Shanghai Institute of Technology, Haiyin Foundation, HPWINNER etc. Nearly 20 people attended the meeting.
More than 100 times people attended the two-days meeting.
The representative from the Department of International Cooperation, Ministry of Science and Technology of China (MOST), delivered welcome remarks at the meeting.

The meeting lasted for 2 days.
The first session on 8 Sept. focused on the application of deep UVC-LED in public safety and health, the development of modern agriculture, the application status, market trends and development prospects of SSL in BRICS countries.
The second session on 9 Sept. focused on "Beyond lighting" such as smart Lighting (Smart City), micro-LED and LED applications in intelligent poultry farming, plant lighting and standardization, etc.
The opening session of this meeting was moderated by the head of the Secretariat of BRICS SSL Collaboration Working Group.
1. The representative from the Department of International Cooperation, Ministry of Science and Technology of China (MOST) delivered the welcome remarks.
Ms. Xuemei Yang , Director of International Cooperation Department, MOST, due to her business trip, entrusted Mr. Cong Wan to make a welcome presentation on her behalf. Mr. Wan is a division director of International Exchange Center of MOST. He first of all welcomed the participants to the meeting and hoped that they could fully carry out exchanges at the meeting and remain well and stay health during the COVID-19 pandemic period.
Mr. Wan commended that the BRICS SSL Working Group has contributed to promote the development of the SSL in the BRICS countries. He introduced that since 2016, the ministries of science and technology of the BRICS countries, together with some funders, had provided funding in the BRICS countries for S&T cooperation. To date, nearly 109 projects in 4 batches had been approved. Mr. Wan This working group was invited to give suggestions on cooperation in this field and apply for Joint Projects, so as to further promote the cooperation of the BRICS countries in the field of SSL.
He pointed out that the Chinese government attaches great importance to cooperation with other BRICS countries in science, technology and innovation, and would further foster cooperation among research institutes and industry in the BRICS countries.
He said that this meeting focuses on applications, standards and innovations of deep ultraviolet technology products in large-scale and different scenarios in epidemic response, public health and protection of people's health. It was hoped that SSL would play a greater role in the fight against the epidemic. The technological innovation of SSL is promoting the rise of agricultural lighting, and gradually towards more applications and broader market, opened up a new way for the development of modern agriculture, and established a new track for the revitalization of agriculture. Smart lighting is also more mature with higher modularization and integrations, and easier to use for different products and scenarios. He hope that smart lighting could play a bigger role in the construction of smart cities.
He finally hoped that the participants, by participating in the working group meeting, could share the latest information on R&D of SSL technology, clarify the industrial development path in line with their respective national conditions, identify the feasible direction of technology and application innovation cooperation, and further promote the SSL cooperation among BRICS countries.
2. Dr. Jianlin Cao , the President of ISA and former Vice Minister of Ministry of Science and Technology of China, delivered his welcome remarks.
Dr. CAO on behalf of ISA welcomed the participants and wished everyone remain well and stay health during the COVID-19 pandemic period.
He pointed out that 2021 has not been an easy year for all of us, as COVID-19 continues to ravage and the variant of viruses have been emerging during this time. This is a challenge to human society, a test of human wisdom, which is also an inspiration to the determination of the scientific community to deal with the epidemic.
He introduced that early this year, China's first " UVC-LED Public health safety Typical Application Demonstration project" was carried out in Changzhi City, Shanxi Province. A large-scale use of UVC-LED virus elimination model has been created and relevant experience has been obtained.
He also introduced the latest progress on UVC-LED for disinfection in Japan and USA. He said that Signify had developed anti-virus UVC LED products for water tanks and other electrical appliances. Osram had launched UVC LED for virus elimination in automobile air conditioning systems. He believed that the development of science and technology and continuous innovation will bring more mature, convenient, effective and diversified means to deal with the epidemic and enable people to return to normal life at an early date.
He pointed out that another theme of this meeting was agricultural lighting. The demand of the agricultural lighting market was also promoting the SSL manufactures to provide more efficient and cost-effective products. He hoped that the practice of China's agricultural lighting shared at this meeting could provide meaningful reference to promote the development of agricultural lighting in more countries and more extensive regions, save resources and benefit local people, which was also the ultimate goal of our SSL development.
He finally hoped that everyone could work together to tide over the difficulties, returned to normal life as soon as possible, and meet other round of development of the SSL industry.
3. Mr. Shyam Sujan, the Secretary General of ELCOMA, as the Chairman of the meeting chaired the following two days’ sessions.
3.1 Dr. WANG Junxi, Researcher of Chinese Academy of Sciences delivered a keynote speech on “Typical Demonstration in Changzhi of Applying UVC-LED in Public Health Safety”.
3.2 Prof. YANG Qichang, Deputy Director General of Institute of Urban Agriculture, Chinese Academy of Agricultural Science delivered a keynote speech on “Urban Agriculture Development and international cooperation”.
3.3 Mr. Thebano Santos,General Coordinator of Center of Information Technology (CTI)Ministry of Science, Technology, Innovation and Communication, Brazil made a presentation on “New opportunities for R&D in SSL”.
3.4 Mr. Isac Roizenblatt, Technical Director of Abilux, Brazil made a presentation on “Development of SSL Industry in Brazil and its Market Trends”.
3.5 Dr. Anton Chernyakov, Senior Researcher of SHM R&E Center, Russian Academy of Science made a presentation on “Surgical LED lamp for enhance visualization contrast of biological tissues”
3.6 Dr. Alexander Karev, Representative of Russian Association of LED Manufacturers (APSS) made a presentation on “The status of the development of the SSL industry in Russia and APSS experience in developing industry standards for LED lighting”.
3.7 Mr. Shyam Sujan, Secretary General of Electric Light and Component Manufacturers Association of India (ELCOMA) made a presentation on “Lighting Industry Development Plan for India 2024”.
3.8 Dr. RUAN Jun, Secretary General of China SSL Alliance (CSA) made a presentation on “Development of Chinese SSL Industry under COVID-19 Pandemic”.
3.9 Mr. Daniel Kasper,President of Illumination Engineers Society of South Africa (IESSA) made a presentation on “SSL Industry Development in South Africa and its Market Trends” .
3.10 Dr. Alexey Pavlyuchenko, Researcher of Ioffe Institute of Russian Academy of Science made a presentation on “Blue LEDs on SiC/Si substrates”.
4. The session on Sept.9 was focused on Beyond General Lighting which included smart lighting, agricultural lighting, standardization etc..
4.1 Mr. Jeff GONG,Regional Director of SEA , Tuya Information Technology made a presentation on “IoT-enabled Smart Commercial Lighting”.
4.2 Ms. LIU Liqiong, Overseas Regional Director of CECEP Lattice Technology Co., Ltd. made a presentation on “Application of Energy Management Contract (EMC) in Lighting Energy Saving”.
4.3 Dr. YUAN Guangcai, Director of Technology Research Institute of BOE made a presentation on “Technological innovation, Leading the display future”.
4.4 Dr. Gary HUA,Chairman of 4D Bios Corp. made a presentation on “SSL as Supplemental Lighting for Plant Growth”.
4.5 Dr. ZHOU Hong,Founder of Hanhui Technology made a presentation on “Innovation of SSL in Plants Cultivation”.
4.6 Prof. PAN Jinming, Zhejiang University, China made a presentation on “SSL Application in Animal Husbandry”.
4.7 Dr. Crane YANG,ISA Secretariat made a presentation on “Report on ISA Cooperation with ISO TC274 and TCS works”.
4.8 Ms. SUN Yahe, Vice President of Zhejiang Institute of Standardization made a presentation on “Standardization promotes BRICS connectivity”.
4.9 Mr. Georges Blum,Executive President of ABILUMI made a presentation on “Proposal for Cooperation in SSL Product Market Surveillance in BRICS”.
4.10 Dr. YAN Jianchang, Director of Lu’an Institute of Semiconductor Technology, Advance Ultraviolet Optoelectronics, Ltd. made a presentation “Introduction of the techniques and Standard of Nitride-based UVC LED”.
A number of Q&A were conducted after each speakers at the meeting.
5. Closing session
Mr. Shyam Sujan, the Chairman of meeting appreciated all the speakers sharing their findings and practices. He thanked the Secretariat of BRICS SSL WG for its very well preparation and organization of this meeting.
The head of the Secretariat of BRICS SSL WG invited representatives from the governments, research institutions, associations and societies of the BRICS countries to give their views and guidance on the meeting and the future work of the BRICS SSL Cooperation Working Group , The views and comments were expressed as following.
5.1 It was hoped that the next meeting would continue to discuss some issues such as UVC product safety of UVC products, related technologies of IOT, UVC and technical standards of SSL.
5.2 It was hoped that the participants would introduce the market surveillance of SSL products in their respective countries, and discuss the mechanism of SSL market surveillance.
5.3 It was hoped that the topic of comfortable lighting would be discussed in the next meeting. With the new features of LED lighting, customers have also raised many new questions, such as brightness, color, color temperature, safety for eyes, etc., which need us to answer.
5.4 Agricultural lighting had good development prospects and it was hoped that ISA would mobilize resources in this area to promote the cooperation of the BRICS countries in the field of agricultural lighting.
Dr. Crane Yang from the Secretariat of BRICS SSL WG mentioned that the BRICS S&T Funding Mechanism was collecting scientific and technological cooperation projects among BRICS countries, and the Secretariat can assist China, Russia, Brazil and other countries interested in agricultural lighting to jointly apply for this project.
The head of the Secretariat of BRICS SSL WG briefed the meeting on the progress of the project of “China-Brazil vector control” promoted by the Secretariat and the project of establishment of “Sino-Brazil SSL Joint Innovation Center” cooperated between China and the Center of Information Technology (CTI), Ministry of Science, Technology, Innovation and Communication, Brazil. He hoped that BRICS countries could strengthen exchanges and carry out diversified and more active activities, such as training and seminars in specific fields, among which the Secretary would do its best to provide good services. He thanked Mr. Shyam Sujan, the Chairman of this meeting for his excellent chairing.
Mr. Shyam Sujan, the Chairman of the meeting, expressed his gratitude to all the speakers, participants and staff of the Secretariat of BRICS SSL WG. He hoped that the participants would maintain communication with the Secretariat and further strengthen the cooperation of this "family".
The Chairman announced that the 8th Meeting of BRICS SSL Collaboration Working Group was held from 8-9 September 2021 and formally closed at 22:00, 9 September 2021 Beijing time.
The PPTs presented at the meeting would be distributed to the members of BRICS SSL WG and ISA members by ISA Secretariat after the meeting.
