The 2nd Meeting


The meeting was held on 4th, Nov. 2015  in Shenzhen Convention & Exhibition Center, Shenzhen, China with about 30 participants.


Mr. Linhao CHEN, the Deputy Director General, Department of International Cooperation, Ministry of Science and Technology as the representative of the host country delivered his opening statement.

He first of all extended a warm welcome to all on behalf of the Ministry of Science and Technology of China. He congratulated the concrete projects under this mechanism have developed and received progress particularly the Agreement between China and Russia, MOU between China and India on SSL standards. He welcomed more universities, research institutes, industry associations to join this group.


And then, he briefed the achievements of the Third BRICS Science and Technology and Innovation Ministerial Meeting held on Oct. 28 last week in Moscow Russia, which concluded with the Moscow Declaration and Three year Action Plan (2015-2018) as well as an initiative of Call For Proposals that each country among BRICS will contribute certain amount to this Call for Proposals. He then introduced China’s leading program including LED. He welcomed each representative to come up with concrete proposals in this area through their respective national departments. And he hoped everyone to make best use of this platform enhancing cooperation and communication to get much achievement.


He finally wished all the representatives had a pleasant stay in Shenzhen and the meeting a great success!


Mr. Ruisheng Yue, the Secretary General of ISA moderated the whole day’s Meetings and 8 representatives were invited to deliver their presentations, which included the introduction of the Strategies, planning, policies and R&D on promoting SSL development, as well as the current status of SSL industry, experiences, lessons, market information and the needs for future cooperation etc.

A number of Q & A was undertaken after every presentation.


Requested by the members prior to this meeting the Secretariat invited the three experts deliver the following presentations with the aim to help relevant partner better understand the ongoing cooperation.


(1) Dr. Cheng Qian, from the State Key Laboratory of Solid State Lighting (SKL), CSA detailed introduced the” Accelerating lumen depreciation test method for LED lighting products” which had aroused the interest of more and more countries. Russia and India are now working on the standard of accelerating lumen depreciation test method for LED lighting products through a partnership with SKL according to their respective county natural circumstances.

(2) Dr. Jiajie Fan, from SKL, CSA gave a presentation of “Failure Mechanism Analysis and Lifetime Prognostic for Color Shift of Phosphor-converted (Pc-) White LED Light Sources” at the request of partner of the Russia Academy of Science.

(3) Dr. Yuxi JIANG, deputy chief engineer, Shanghai Sansi Tech, gave a presentation of “Low Voltage DC Lighting Solutions” at the request of Electric Lamp and Component Manufacturers Association of India (ELCOMA).

(4) Mr. Tie LIN, Director of Marketing Communications, Cree China and Mr. Derek HU, Vice President of Mason, the representatives from Cree and Mason, the supporter of the meeting, introduced their company’ updated technologies and the latest development.

(5) A China - Russia cooperation talks were held between Submicron Heterostructures for Microelectronics Research and Engineering Center of Russia Academy of Science and its partner SKL in the same day.

(6) Dr. He Yang (Crane), from the Secretariat of BRICS Solid State Lighting Collaboration Working Group (also the secretariat of ISA) introduced the services and organizational work provided by the Secretariat over the past year, including organizing three seminars, a bilateral cooperation visits and signing two cooperation memorandums.

 

The Brazilian delegate said that he would explore the possibility to mobilize the exist laboratory in Brazil to carry out the cooperation under this mechanism such as visiting the laboratories of other BRICS countries and learn more about this area. He also mentioned that there were about 600 illumination companies in Brazil and he would like to know how ISA would help them. The Secretariat answered that for the cooperation between the labs it was on the bilateral basis and some financial supports were needed and for the companies it was based on market mechanism cooperation. And he hopes the Brazilian delegate to specify the needs and communicate the Secretariat after the meeting so as the Secretariat could help to set up such cooperation.


One Indian delegate introduced the situation in his country on public awareness, LED quality etc. and hoped the Secretariat to develop some kind of manual to help the LED users who were lack of knowledge on LED technologies and products as people had more confidence on LED there would be more market demand on these products. Other Indian delegate introduced that some place of India had implemented 3 weeks training causes on monitoring, maintenance and testing for local people.


One observer suggested that the meeting considered inviting the delegate from South America countries such as Argentina, Chile and Mexico. The Secretariat answered that the problem was to find an appropriate organization or experts.


The Secretariat introduced the mechanism of collect the date and information on SSL development and market in Russia and India for the purpose of developing ISA annual industry report. While e appreciating the assistance of the delegates of Russia and India he hope the delegates from Brail and South Africa could help on this regard. One delegate of South Africa replied that he would contact someone who had undertaken such research in a university to contribute this work.


When the Secretariat asked for the suggestion on the venue of this Working Group next year the floor responded with supporting to have it in São Paulo during the Expolux fair next June where the ISA was planning to have a forum in cooperate with ABILUMI. The Secretariat replied that this plan was still in the process of communication and he would ask for the suggestions on the contents by communicating the BRICS delegates if the proposed event fixed.   


The representatives from Brazil and South Africa expressed that they would report the progress of the working group to their government, and prepared to put forward the specific cooperation projects.


After the exchanging courtesy greetings, the second meeting of BRICS SSL Cooperation Working Group was adjourned in the evening of Nov.5 in Shenzhen, China.
