China-Malaysia SSL Industry Dialogue

According to the request of ISA members and some Chinese solid state lighting (SSL) enterprises, China-Malaysia SSL Industry Dialogue was held in Xiamen, China on August 29th, 2019. The meeting was host by International SSL Alliance (ISA). Two Directors of the Malaysian Investment Development Authority (MIDA) Headquarters in Kuala Lumpur and the Investment Consul of Consulate General of Malaysia in Guangzhou attended this meeting.  Representatives from State Key Laboratory of Solid State Lighting (SKY), Xiamen Optoelectronic Semiconductor Industry Association, Beijing MS Technology Co., Ltd., Xiamen Guangpu Electronics Co., Ltd., Plusrite Electric (China) Co., Ltd., Xiamen Xindeco Optoelectronics Co., Ltd., Xiamen Hualian Electronics Co. Ltd., Fujian Hongbo Opto-Electronics Technology Co., Ltd., Fcreate Energy Technology Co., Ltd., Lumigro and G Lighting Xiamen Technology Co., Ltd. attended this meeting. There were about 20 attendees.

To response the requirements of ISA members and Chinese SSL enterprises, ISA organized members visited the Malaysian SSL industry in mid-May this year, including Malaysian national standards organizations, R&D institutions and related companies. The visitors had a preliminary understanding of the SSL industry in Malaysia, and some intention of industrial cooperation was also generated.

 

During the visit in May, ISA Secretariat was invited to meet with the CEO of MIDA. He mentioned that it was a mission of MIDA to promote foreign enterprises to Malaysia and was willing to help with Chinese SSL enterprises to enter Malaysia, especially for policy consultation, landing and other aspects to facilitate. In July this year, the first Deputy Prime Minister of Malaysia paid a visit to China. ISA secretariat was also invited to participate in the symposium hosted by Malaysia.

 

The dialogue began with an opening remark by the head of ISA secretariat, he said that China had become a big country in terms of SSL production, application and export after more than a decade of development. With the development of SSL in China, enterprises were seeking new breakthroughs, including research and development of new technologies, development of new products, entry into new fields and expansion of new markets.

 

He pointed out that the responsibility of ISA was to promote the SSL application and sustainable development worldwide. Building a platform for collaboration among members was a mission of ISA. This dialogue was a response to the requirements of ISA members. It was also part of ‘The Belt and Road’ Initiative to deepen industrial cooperation, seize new opportunities brought about by the new industrial revolution, foster new businesses and maintain the vitality of economic growth. In addition, this dialogue was also an implementation of ‘The Belt and Road’ Green Lighting Initiative of National Development and Reform Commission to promote the promotion and application of SSL in relevant countries.

 

Ms. Ramlan, Senior Deputy Director of Electrical and Electronics Division of MIDA introduced the features of MIDA. She gave a detailed introduction on the incentive policies of the Malaysian government for the electronic manufacturing industry, especially the SSL manufacturing enterprises, such as investment and joint production in Malaysia. Including preferential policies and registration application process; Requirements for hiring workers; Application for company license; Application for manufacturing license; Reduction or exemption of enterprise income tax; Investment tax subsidies; Exemption of import duties; Reinvestment subsidies; Automation incentives; Central hub construction incentive; Preferential treatment in less developed areas and other issues of common concern to Chinese enterprises. She said that MIDA would like to actively coordinate and cooperate with other line departments and authority to assist foreign enterprises in landing in Malaysia.

The participating Chinese enterprises introduced their main business, technical features and future fields respectively. MIDA representatives were asked questions by the enterprises about their respective concerns, including human resource cost, power cost, project bidding procedure, requirements of registration capital, labor recruitment and relevant regulations, etc. MIDA representatives answered them one by one. Some of the participating enterprises expressed their intention to cooperate with Malaysia in the SSL industry, including investment, joint venture, project participation and finding strategic partners. MIDA and ISA secretariat expressed that they would further strengthen their cooperation in this area, including follow-up work and timely communication of information.
