The meeting was moderated by Prof. Barsony Istvon, the member of ISA Council of Management.
Madam Wu Ling welcomed all the attendees to this ISA family reunion, and expressed her appreciation to the members’ involvement and support. Madam Wu stressed that ISA was members’ ISA, encouraged everyone to make use of this platform, and hoped more valuable achievements could be made, which needs more supports and contribution from its members. The further development of ISA should be concerned by all the ISA members after its four years long service.
Entrusted by the Council of Management, Prof. Kouchi Zhang, the Co-Chair of ISA Board of Advisors, gave a brief report on the 7th ISA Council of Management Meeting (COM) as following.
The 7th ISA Council of Management Meeting suggested developing the ISA Global SSL industry report on the yearly basis and focusing on the SSL development and markets of the emerging economies in 2015. The report of 2015 should be released within two months after the GA. And the ISA Secretariat was requested to contact Prof. Karlicek to develop the outline of the ISA global SSL industry report in 2016.
The 7th ISA Council of Management Meeting also would like to emphasize that the payment of the ISA membership fee should be focused by each ISA member. It’s called for the ISA members to pay their membership fee on time. The members who failed to make the payment should be noticed by the ISA Secretariat. Also a list of the members who failed to pay the membership fee for two consecutive years should be developed by the ISA Secretariat and reported to the Council of Management. It’s requested that the ISA should strengthen the communication with members, to listen to them to understand their needs, to develop personal trust, to create tangible value to them.
In order to encouraging quality SSL products, the 7th ISA Council of Management Meeting requested to add one item:”the products used in the showcase” in the Application Form of the Award of Global SSL showcase TOP100. In addition to give the score evaluation the Judge Panel will be requested to judge firstly whether the candidate “qualified” or “disqualified”. And for the showcase the applicants must clearly declare whether the design meet the relevant standards or not. It’s encouraged that ISA members actively participate in/ recommend more candidates to the “Global SSL Showcase TOP100” and the “Global SSL Events of the Year”. It’s suggested to reduce the number of winners since the quality of the winners is more important than quantity.
The 7th ISA Council of Management Meeting requested that the ISA should update the ISA website in a timely manner so as to circulate the relevant information more efficiently. Also the Terms of Reference of ISA Board of Advisors had been adopted by the 7th ISA Council of Management Meeting.
The General Assembly agreed on above introduced matters.
Mr. Alex Baker, Chair of ISA TCS, firstly reviewed the TCS vision and mission which is that, the purpose of the TCS is to influence and accelerate the development of regional and global Solid State Lighting standards and make recommendations and cooperate with worldwide standards organizations to promote their adoption. Then he briefed the progress during TCS7 and TCS 8 to the ISA members and experts, including:
1. TCS7 Meeting Review: 26 attendees from 17 organizations and 5 projects progress had been reported and discussed. Two new proposals had been submitted and one of them had been accepted by the TCS.
2. TCS8 Meeting Review: around 50 attendees and 4 projects progress had been reported and discussed. The other two working groups were unable to deliver their reports due to the schedule conflict. They were required to report progress in TCS9. One new proposal of “Recommendation on the Specification of Light Quality Performance Parameters” had been submitted and accepted.
The currently on going working group progress report had been mentioned by Mr. Alex Baker as well, which were:

Ø Project 5: Research on Lighting Control (Dr. Ke Zhang, Osram)
Ø Project 6: Interface requirements for application of LED lighting—Electronic control gear for LED modules for indoor lighting (Mr. Robert Luo, Inventronics)
Mr. Ruisheng Yue, Secretary-General of ISA, gave a detailed report on ISA working meeting, financial report, other ISA 2015 events and the plan of next year.
The ISA TCS working progress in 2015 had been emphasized again which had been reported by Mr. Alex Baker earlier, including TCS7, TCS8, and the intercessional works.
The ISA Global SSL Industry Report 2015, which would be mentioned by Dr. Norman Bardsley later.
The First Meeting of BRICS SSL Cooperation Working Group (BRICS SSL WG) had been held from November 6-9th, 2014 in Guangzhou, with 21 delegates and other 32 experts participated. The Term of Reference (TOR) had been adopted and the ISA Secretariat had been entrusted to take the responsibilities of the Secretariat of SSL-WG. The cooperation on “Accelerating lumen depreciation test method for LED lighting products” was agreed as the first specific cooperation subject. Other cooperation at industry level would also be conducted.
The 2014 ISA-Russia International SSL Forum and ISA-Russia SSL Match-Making Activities had been held during Interlight 2014 Moscow, cooperated with CSA, LEDSM NP and Messe Frankfurt RUS. There had been 4 themes and 12 presentations in this forum and about 120 participants.
The 2014 ISA-Thailand International SSL Forum had been held in Thailand on May 21st, 2015, cooperated with CSA and sponsored by Forest Lighting.
The Sino-Russia/Kazakhstan SSL Industry Investment and Financing Seminar had been held in Beijing on June 5th, 2015, which was organized by ISA, CSA and LEDSM NP. There were around 40 participants from Russian and Kazakhstan SSL manufacture, Russian Venture Company, Chinese venture capital and investment companies, Chinese SSL companies, etc.
The ISA International Forum – “The Perspective, Dynamics and Opportunity of SSL Markets in Emerging Economies” had been held in Guangzhou China on June 10th, 2015, during the the Guangzhou International Lighting Exhibition and cooperated with Messe Frankfurt. The representatives from Brazil, Russia, India, South Africa, Thailand and Egypt participated in this forum, with 15 presentations and about 120 participants.
Mr. Yue reported the total revenue for 2015 was expected about USD 400,000, which mainly came from the membership fee, activities sponsors, consulting services, and CSA Grant. The expenditure was about USD 395,000 including the expense on translation/printing/binding, travel, office renting, workshop/seminar/forum, equipments, staff salaries, consulting service, office supply, etc.
The Jury Panel of the ISA awards had been listed by Mr. Yue. Also the laureate and winners had been introduced briefly.
The new members of ISA in 2015 had been introduced by Mr. Yue, which were SEMI, Lumileds, Forest Lighting, PCCOOLER, and Prosperous Star.
At last Mr. Yue had showed the ISA working plan in 2016, including:
Ø Continue develop more affinity with our members particularly the CEOs;
Ø The ISA 2016 Seminar during Light + building 2016 at Frankfurt Mar. 13-18 in Frankfurt (the theme of L+B 2016 is “Digital, Individual and Networked” in cooperation with Messe Frankfurt);
Ø The ISA 2016 Seminar in São Paulo during the Expolux fair in June, 2016 (in cooperation with ABILUMI Brazilian Association of the Lighting Products Importers);
Ø Develop ISA Industrial Report (Smart Lighting Special);
Ø TCS 9 & TCS10;
Ø Continue the work on “TOP 100”, “EOY”, “AOA”;
Ø Activities related BRICS SSL WG;
Ø The ISA 2016 General Assembly;
Ø Promote more new members.
Dr. Norman Bardsley gave a comprehensive report on the ISA Global SSL Industry Report 2015 (The Global SSL Industry Status and Market Trends 2015), which had been focused on the global and regional manufacturing capacity, LED adoption rates, impact on energy savings, pricing trends and industry profitability, needs for continued research, etc.
This report was the second global SSL industrial report of ISA, while responded the call of ISA members it featured in its global vision, original data, covered the largest application field and emerging fields (smart lighting, health effects, agricultural application, etc.), and it could help readers doing their own evaluation and comparison.

During the planning and discussion session, the moderator Prof. Istvon invited all participants to open discuss on the topics including the guidance on TCS, ISA SSL Industry Report and ISA events and other activities. He emphasized that the feedback and support from all the members are important.
The discussion had been focused on the ISA industry report. The requirements from the ISA members had been questioned. Several demands of global and original data were expressed. The Smart lighting and human central lighting in the next decade had been presented by Dr. Jianping Liu from Philips. The customer information of equipments was raised by Ms. Yaping Zhou from DISCO. Dr. BJ Lee from Epistar and Dr. Jiaping Shao from Cree introduced that they had their own industry research system focusing on their own data requirements.
Dr. Norman Bardsley suggested collecting the export and importing data from both sides, to make the consistence check and comparing analysis. Mr. Dolin from LEDSM NP suggested focusing the new trends and new technologies.
About the TCS part, it was suggested by Mr. Shyam Sujan from ELCOMA India to develop related standard or provide information about the street lighting within fog environment. Dr. Yoshi Ohno, the president of CIE, proposed more communication and cooperation between ISA and CIE, especially in the standardization area. He suggested that CIE could get more index and data input from ISA works.
Professor Warren Julian introduced the Award of Outstanding Achievements for Global SSL Development and the winner in 2015: U. S. DOE.
He introduced that the U.S. Department of Energy (DOE) in the past decade had made tremendous efforts to promote domestic Solid State Lighting (SSL) development and application. These efforts and achievements had contributed significantly to the global SSL development and application both directly or indirectly.
Mr. Evgeny Dolin from LEDSM NP, introduced the Global SSL Showcase Top100 and the winners in 2015.
