The Report of the 28th Meeting of

ISA Technical Committee on Standardization (TCS28)


The 28th Meeting of the ISA Technical Committee on Standardization (TCS28) was held online and offline on Nov. 13, 2025 at Xiamen Taidi Marriott Hotel, Xiamen, China.

Dr. Yoshi Ohno, chair of ISA TCS, past president of CIE, former NIST Fellow of National Institute of Standard Technology (NIST), USA, moderated the meeting.

More than 10 members of TCS from the United States, Australia, India and China participated in this meeting both offline and online.

The meeting was divided into the following two parts.

1.      The Report from the ISA TCS Secretariat

ISA TCS Secretariat reported to this meeting on the work of the past six months, including:

(1) Review of the 27th TCS Meeting;

(2) Work completed since the 27th Meeting;

(3) Results of the subcommittee review of the 5 WGs;

(4) Progress reports of the 6 WGs received;

(5) Participation in 37th meeting of ISO TC 274/CAG on April 28,2025 (online);

   (6) Participation in ISO TC 274 13th Plenary Meeting, Montreal, June 6, 2025 (hybrid) and report the meeting on the progress of ISA proposed project (LCC);

(7) Participation in CIE Division 2 Annual Meeting in Wien, Austria on July 11, 2025 (hybrid);

(8) Cooperation with Division 6 of CIE;

(9) Communication with CIE TC34 on the progress of TCS WG29;

(10) Editing of the TCS work manual.

2. The Reports of the 6 Working Groups

  2.1 WG20: “Technical Report on Sun-like LED Terms Definition and Related Issues” (WG draft)

        Dr. Hua Yang from Institute of Semiconductors, CAS, made the working progress report.

  2.2 WG22 “Technical Requirements on UVA LED Module for Photocatalytic Technology” (WG draft)

       Mr. Joey Woo from BYTECH Electronics made the working progress report.

  2.3 WG25 “Life Cycle Cost Analysis for LED Lighting Products”

        Dr. Jiajie Fan from Fudan University made the working progress report online.

  2.4 WG26 Technical Report “Technical Requirements for Light Health and Light Safety Application of Red Light”

        Ms. Lorna Wen on behalf of Prof. Jianqi CAI made the working progress report.

  2.5 WG29: “Technical Standard for Smart Lighting Pole”

        Mr. Shengyu Hao on behalf of Mr. Honggang Wu from China Tower Corporation Zhejiang Branch made the working progress report.

  2.6 WG30 Recommendation “Performance Requirements on LED Mosquito Repellent Light”

        Ms. Xu Xu from Dayang Technology made the working progress report online.

Participants asked questions and discussed the progress report of the WGs. The Chair made detailed comments on each of the WG’s reports and asked related questions. Based on the discussions and the reports from the group leaders, corresponding conclusions were drawn. He also combined the relevant work carried out in accordance with the existing international standards, and put forward requirements for the next steps and progress of the working group.


3. Summary

During the summary session of the meeting, the chair pointed out:

(1) The drafts of the 5 WGs had been approved by the subcommittees. Some of them still needed final review and          related editing work by the chair before entering the voting process, but they were all close to being released. It was hoped that they could be completed before the next TCS meeting.

(2) The WG20 draft still needed more discussion. The TCS chair would directly communicate with the WG leader to improve the draft and made its content acceptable.

(3) The three working groups (WG25, WG26, WG29) were collaborating with CIE, ISO TC274 and IEC. This was an important opportunity to strengthen cooperation and communication with these international organizations.

(4) The three working groups (WG18, WG27, WG31) were still on hold due to the lack of formal ISA membership qualifications of the WG leaders’ companies. The TCS Secretariat was continuously communicating with the WG leaders to resolve this issue as soon as possible.

Finally, Dr. Yoshi Ohno, the chair, announced that the next meeting (TCS29) would be held online in the spring of 2026.

Details of the meeting and related decisions would be circulated to the TCS members in the form of minutes (in English) to seek their comments, which would be reviewed and approved by the chair. Presentations would also be distributed by the TCS Secretariat after the meeting, as required by TCS members and participants.

The meeting was adjourned at 17:30 (Beijing time).
