Procedure

ISA TCS Working Procedure 


1. Proposal

Any Participate Member (P-Member) of ISA TCS has the right to make Proposal. The proposer shall complete the New Proposal Form (NPF) and submits it to ISA TCS Secretariat by email, with 4 or more P-Members who are willing to take part in this new proposal. If the proposer is not ISA TCS P-Member yet, the Membership Application Form (MAF) is required to be filled and submitted. 


2. Proposal Approved and Adopted 

ISA TCS Secretariat collects the NPF and passes it to ISA TCS Chair. ISA TCS Chair approves or rejects this New Proposal (NP) mainly according to the principles of TCS topic selection. The principles for TCS topic selection are as follows, (1) Meaningful – should have impact; (2) Not redundant – should leverage work and standards of other global organizations; (3) Doable – does not require massive scientific studies. ISA TCS Secretariat will inform the proposer the Adoption or Rejection result by email (Rejection with reasons). The ISA TCS Project Number (PN) will be issued to the new adopted proposal. The proposer reserves the right to re-submit the new proposal with modification according to the reasons of Rejection. 


3. Draft and WG Draft (WD) Submitted 

If the New Proposal had been approved by the Chair and adopted by TCS, the Working Group (WG) for this proposed project will be formed and the WG Leader will be appointed. And the WG Leader invites the WG members. Also the P-member who are interested in this topic, can submit the application to the TCS Secretariat. The Working Group Change Request Form (CRF) shall be filled and submitted to the Secretariat if there is any change within the WG. WG finishes the working draft after all the WG members reached consensus, and submits to ISA TCS Secretariat as WG Draft. For the purpose of conducting the meetings and of stating that consensus has been reached or not, the WG Leader acts in the purely neutral capacity. 


4. Seeking comments within Sub-Committee (SC) 

ISA TCS Secretariat will forward the WG Draft to ISA TCS Chair for his/her review and approval for seeking comments. With Chair Approval, ISA TCS Secretariat will distribute the WG Draft among the members within the Sub-Committee for seeking comments, with any revised opinion feedback. The period of seeking comments should be no less than 30 days. 


5. Final Draft 

WG develops the Revision Table (RT) based on the comments and finishes Final Draft (FD), then submits them to ISA TCS Secretariat. ISA TCS Secretariat submits the Final Draft to ISA TCS Chair for the final approval. 


6. Vote within Sub-Committee (SC) 

Vote among the TCS Sub-Committee (SC) members by ISA TCS Secretariat email. The period of voting should be no less than 14 days. More than 3/4 of the SC members should vote for one standard draft to ensure the vote is valid. When more than 2/3 voting members select “Approval”, the standard could be ready for release. 


7. TCS Release 

With the Chair’s approval, ISA Recommendation is released with ISA TCS Standard Number (SN).
