The Report of the 1st Meeting of
ISA Technical Committee on Standardization (TCS1)
The 1st Meeting of the ISA Technical Committee on Standardization (TCS1) was held on June 9th, 2012 at Westin Hotel, Guangzhou, China, which was attended by over 20 representatives from research initiatives, corporations, and organizations, including Cree, Semileds, Philips, Osram, CSA, APT HK, Hyosung, Instrument Systems, Kaneka, Nichia, Lattice Power, etc.
1. Mark McClear’s presentation on:
1) The purpose of this meeting was to determine 3-5 areas of ISA interest; form sub-groups to study each area; set meeting date, time for second TCS meeting, receive sub-group reports.
2) The principle was meaningful – should have impact; not redundant – should leverage work and standards of other global organizations; doable – does not require massive scientific studies, and Other…
3) Systematic review of existing SSL standards, finding the black spaces, meaning what others are already doing.
4) Cree’s Feedback on ISA Strategic Agenda on Testing, calling for more members to make comments and cross-compare items by items
5) Introduction of TEMPO 21 testing method, stressing on the point that “Industry Standards DO NOT guarantee Good Luminaire”, where TEMPO would fill in the gaps for guiding the users in terms of application precautions of LED, such as chemical compatibility etc.

2. Secretary General Ruisheng Yue’s Remarks:
1) Regarding the goal and approach of TCS:
- “chicken” & “egg” both, in parallel, while TCS’s meeting could be the egg
- “forest” & “trees”, while we can start from “trees”, and never lose the vision of “forest”
2) Procedure for next steps
- TOR & Mission Statement (adopted by Mr. Mark McClear)
- Identify the priority subjects out of today’s meeting
- Initiator could draft 2-page concept note for team input
- The meeting minutes and the concept notes would be put online for open review and opinions gathering

5. Other comments and suggestions
1) David Xiao: started the work from the top level communications toward performance, safety, etc. Named to define the term and wording that consumer cared and understood.
2) Danny Noh: needed to consolidate standards & labeling, which was part of harmonization; maybe we should set the standard voltage for LED lamp & module
6. Set meeting date, time for second TCS meeting, receive sub-group reports
1) Time for next TCS meeting - Guangzhou on Nov. 6 tentatively
2) TCS meeting minutes would be online within a week
3) Concept note would be prepared by June 21st
4) Priority subjects could be added, and each team can be open for more participants by website announcement.
5) TCS Chair would report the progress of TCS to 2012 ISA General Assembly.
