The Report of the 27^th Meeting of

ISA Technical Committee on Standardization (TCS27)

 

The 27th Meeting of the ISA Technical Committee on Standardization (TCS27) was held online on May 28, 2025.

Dr. Yoshi Ohno, chair of ISA TCS, past president of CIE, NIST Fellow, National Institute of Standard Technology (NIST), USA, moderated the meeting. More than 20 standardization experts from 9 countries including China, the United States, Germany, Russia, Zambia, Vietnam, India, Australia, and Malaysia attended this meeting online.

Mr. Andreas Scholts, chair of the Lighting Technical Committee (TC34) of the International Electrotechnical Commission (IEC), participated in part of the meeting in his personal capacity.

The meeting was divided into the following three parts:

1. The Report from the ISA TCS Secretariat

ISA TCS Secretariat reported its work of the past six months, including the release of nine international recommendations/technical reports approved by the chair on the ISA website and the ISA WeChat official account, the progress of cooperation with ISO/TC274, the progress of cooperation with CIE Division 2 and Division 6, and the editing of the TCS work manual, etc.

2. The Reports of the 6 Working Groups

2.1 WG20: “Technical Report on Sun-like LED Terms Definition and Related Issues” (WG draft)

Dr. Hua YANG from Institute of Semiconductors, CAS, made the working progress report.

2.2 WG22 “Technical Requirements on UVA LED Module for Photocatalytic Technology” (WG draft)

Mr. Rongbin REN from BYTECH Electronics made the working progress report.

2.3 WG25 “Life Cycle Cost Analysis for LED Lighting Products” (Introduction) 

Dr. Jiajie FAN from Fudan University made the working progress report.

2.4 WG26 Technical Report “Technical Requirements for Light Health and Light Safety Application of Red Light” (WG draft)

Ms. Lorna WEN on behalf of Prof. Jianqi CAI made the working progress report.

2.5 WG29: “Technical Standard for Smart Lighting Pole” (WG draft)

Mr. Shenghao XU on behalf of Mr. Honggang WU from China Tower Corporation Zhejiang Branch made the working progress report.

2.6 WG30 Recommendation “Performance Requirements on LED Mosquito Repellent Light” (WG draft)

Mr. Jianxin LAI on behalf of Ms. Xu XU from Dayang Technology made the working progress report.

Participants asked questions and discussed the progress report of the WGs. The Chair made detailed comments on each of the WG’s reports and asked questions. According to the report and discussion Dr. Yoshi Ohno made the requirements for each WGs on next step.

3. New Proposal

Dr. Yi FU, from LatticePower Corporation made a new proposal report of “Detail Technical Specification for Power Blue Light－Emitting Diode Chips on Silicon Substrate”.  

After discussions, questions and comprehensively consideration the TCS chair said that this new proposal met the principles of standards developing of TCS “Meaningful, Not Redundant, and Doable”. He then took a vote, and this proposal was approved unanimously by this meeting. The TCS Chair finally concluded that the project needs new members from at least two more countries before the work can start. Then new WG is to be established.

4. Summary

(1) The TCS Secretariat distribute the presentation of each working group at this TCS meeting to all attendees.

(2) The ISA TCS secretariat maintains continuous contact with the working group leaders of G18 and WG27 to facilitate the completion of their documents.

(3) The TCS secretariat continues to maintain contact and cooperation with CIE D2 and D6.

(4) According to Mr. Andreas Scholts' suggestion, the TCS secretariat will communicate the project leader of the “Guide for Supporting Smart City Multi-functional Integrated Service ‘Road’ Pole” under the “Smart City Electrotechnology Field” of IEC.

Finally, Dr. Yoshi Ohno, the chair, announced that the next meeting (TCS28) will be held in Xiamen in November 2025.

Details of the meeting and related decisions would be submitted to the TCS members in the form of minutes after approval by the TCS Chair. Presentations of this meeting would be distributed by the TCS Secretariat afterwords to the participants of this meeting,
