Award ceremony for Global SSL Award of Outstanding Achievements 2017

The result of the Global SSL Award of Outstanding Achievement (AOA) 2017 was announced on Nov. 1 during ISA 2017 General Assembly at Hilton Beijing Capital Airport, in Beijing, China. The AOA has been organized by ISA since 2013 and evaluated by an independent Jury Panel which consists of a number of worldwide authoritative experts.
 
The award ceremony of AOA was held on the afternoon of Nov. 1 during the opening session of 14th China International Forum on Solid State Lighting (SSLCHINA 2017). Prof. Warren Julian, member of ISA Council of Management, emeritus professor of University of Sydney, introduced the two laureates of this award.

The first laureate was International Commission on Illumination (CIE).
 
Prof. Warren Julian introduced the reason for awarding, and mentioned that CIE in the past decade made outstanding scientific contributions to application of Solid State Lighting (SSL), through published standards, technical reports, and scientific conferences. These efforts and achievements have contributed significantly to the global SSL development and application, as summarized below:
-- Developed the international standard test method for LED lamps, LED luminaires, and LED modules (CIE S 025:2015), which is bringing international harmonization of SSL testing and facilitating laboratory accreditation programs for SSL testing that are needed for government programs and regulations worldwide.
-- Promoted research in the applications of solid state lighting, by offering Lighting Quality & Energy Efficiency (LQ&EE) conference series since 2010, providing forum of discussion and publishing proceedings. LQEE has been an additional large effort by CIE to promote and contribute to solid state lighting.
-- In addition to the test method standard, CIE published numerous Technical Reports and Technical Notes related to SSL, including topics of color rendering, color difference specification, mesopic photometry, measurement of LED packages, lighting quality measures, temporal light artifacts (flicker), photobiological safety, etc.
-- CIE also has been active in providing educational opportunities to the lighting industry. CIE held tutorial and workshops on measurement of LED lighting products based on CIE S 025 in 2015 and 2016 with hands-on laboratory sessions using integrating spheres and goniophoto meters measuring LED lamps and luminaires.
 
The judges of the Jury Panel considered that
 
1.    In recent years, CIE has been catching up with the fast technology development of SSL, and playing more and more important role for developing new knowledge and standards associated with SSL.
 
2. The nominated distinguished organization performs an excellent job already for decades in the S&T, standardization and spreading of application of SSL and lighting in general. I am confident that even in this collective form CIE deserves the AOA award for Global SSL Development. Perfect choice!
 
3. An obvious recipient!
 
4. CIE is a well renowned international body on lighting and has contributed immensely in the field of Research & Development in the domain of lighting. It has also furnished many technical reports which are of immense value and usage to the lighting fraternity.

Dr. Jianlin CAO, the president of ISA, former Vice Minister of the Ministry of Science and Technology of China, handed over the award medal and certificate to the representative of CIE, and the president of CIE, Dr. Yoshi Ohno.

Dr. Yoshi Ohno, standing for CIE, delivered an impromptu acceptance speech.

 

He said that it was a great honor for him to come to Beijing on behalf of CIE to receive this award. He would like to thank ISA, the international community and this industry for their recognition to CIE. CIE had done a lot of work, including doing some research, and many published important, useful articles, which had great impact on our entire industry. He said, today, he was very happy to have this opportunity to share with us their new information standing for CIE, and to carry out some international cooperation, so he was looking forward to the cooperation between CIE and some other associations in the future.

The second laureate was Madam Ling Wu.
 
Prof. Warren Julian introduced the reason for awarding, and mentioned that Madam Ling Wu has made exceptional contribution to pushing forward, organizing and implementing the development and application of SSL in China. These efforts and achievements have also contributed to the global SSL development and application directly or indirectly. Mdm. Wu’s achievements can be summarized as following:
 
1.    Proposed the Chinese government to establish strategy and policy of SSL industry and facilitated the process. Since “China Solid State Lighting Alliance (CSA)” was set up in Oct. 2004, Mdm. Wu started to propose the Ministry of Science and Technology (MOST) of China to bring R&D of SSL into the 11th and 12th Five-year Plans. At the same time, she spearheaded to organize experts to compile the part on SSL R&D of the Plans. The 10years R&D efforts have laid foundation for SSL industry in China.
 
2.    Proposed the Chinese government to establish “National Leading& Coordination Panel for SSL Program”, and assisted to set up the “National SSL Project Program” which participated by governments, enterprises and NGOs. As the third party, she once worked as the Director of “National SSL Project Program Management Office”. Within the framework of the Program, nearly 100 influential SSL demonstration projects have been implemented, such as “Water Cube” and “Bird’s Nest” for Beijing Olympics Games, “Great Hall of the People”, “Shanghai World Expo”, “Xi’an Expo Park” and “Harbin Ice and Snow Festival”, etc., all of which has helped the establishment of market mechanism and business model and evidently improved social recognition of SSL industry.
 
3.    Participated in the work of coordination for the implementation of the “10K Lights in 10 Cities” Lighting Project sponsored by the MOST of China. As the world’s largest public-facility SSL demonstration projects, it covers 37 cities and finalizes 2,700 demonstration projects by installing more than 7 million LED lights, and saving 21 billion KWH per year.
 
4.    Spearheaded to establish CSA, and has been the Secretary General of it since then, to promote research & education & industry as well as upstream & downstream cooperation, which facilitated the formation of technical innovations chain around the industrial chain in SSL of China. She spearheaded to establish “State Key Laboratory of SSL (SKL)” and has been the Director General of it since then. The SKL is participated by enterprises, local governments, NGOs, universities and research institutes, which focuses on studies of fundamental theories, generic technologies and leading technologies and encourages original R&D achievements, speeds up the application of research achievements.
 
5.    Spearheaded to establish CSA Standardization Committee, which has pushed out 41 CSA standards, 8 of which have been adopted as national standards and 4 of which have been adopted by ISA TCS (Technical Committee on Standardization) as ISA recommended ones, thus making a great contribution to upgrading the quality of Chinese SSL products.
 
6.    As a NGO representative, she participated in and worked as the Head of ” Across Taiwan Strait LED Lighting Cooperation Program Working Team” and effectively promoted exchanges and common development of SSL industry between mainland China and Taiwan, and won praise from enterprises.
 
7.    Has been actively pushing forward international cooperation on SSL by engaging in SSL cooperation with Netherlands, USA, Germany, UK and Russia. She has facilitated to set up “Dutch Delft University of Technology--Beijing R&D Center”. She also organized and implemented the establishment of “China-Kenya SSL Technical Transfer Center” in Nairobi of Kenya. She spearheaded to build “International Solid State Lighting Alliance (ISA)” in Oct. 2010 and has been elected as the president of it since then.
 
The judges of the Jury Panel considered that
1.    Madam Wu is the most energetic driver behind the rapid development and spread of use of the SSL technology in China. She early realized the enormous potential of this industry in her county and worldwide due to reducing energy consumption and environmental load. Using her special communication skills and exceptional organization talent she was successful in persuading the decision makers to support her initiatives, and by using the force of SSL alliances she considerably accelerated the advancement of this industry domestically and internationally alike. For her achievements making SSL a commercial-societal success she by all means deserves the distinction by the award.
2.    A very impressive set of achievements over the last decade in establishing SSL in China, forming links with several international partners and leading the ISA. However, for an outstanding achievement for Global SSL development, this case is very much focused in China, albeit that China is a large player in SSL. I applaud Madam Wu and in the spirit of these awards encourage her to continue with her invaluable international activities.
3.    As the initiator and leader of CSA for 13 years, she made outstanding and unique contribution to China’s LED development; as the initiator and president of ISA for 5 years, she played crucial role for the global SSL development.
4.    Madam Wu certainly made tremendous contributions to solid state lighting globally as we all know and I also strongly recommend her for the award.
 
Prof. Istvan Barsony, member of ISA Board of Advisers, presented the medal and the certificate to Madam Ling Wu.

Madam Ling Wudelivered an impromptu acceptance speech.
 
She said that it was too lucky and too precious for her as well as her team to receive this award and it was an encouragement not only to them, but also to all members of China SSL Alliance, and International SSL Alliance. She also said that her team and she were willing to continue to make their contribution to the development of the lofty cause – ‘the green, and low carbon’. Her lovely team members and she would continue to strive for bringing this sustainable development and green development to the world.

The Global SSL Award of Outstanding Achievement aims to recognize the individuals and organizations that have made outstanding contributions and achievements in the fields of science and technology, standardization or policy formulation of SSL development on a regional or global scale.
