International SSL Alliance (ISA) 2014 work meeting was held on April 1- 2, 2014 at Frankfurt, Germany. The “Global SSL Municipal Application Workshop” was also hosted by ISA as a full day event. This workshop is one of the major events under ISA Municipal SSL Application Committee (MSAC), which aims to provide a platform for sharing and demonstrating the achievements and experiences in global SSL municipal applications., and identifying challenges encountered and seeking methods and plans of solutions
The president of ISA, Madam Ling Wu; the Co-chair of ISA Board of Advisors, Professor Guoqi Zhang; the Executive Deputy Secretary General of China Solid State Lighting Alliance (CSA), Dr. Jun Ruan; the Deputy Mayor of Eindhoven – The Netherlands, Ms. Mary-Ann Schreurs; the SSL program manager of VDI Technologiezentrum GmbH, Dr. Daniel Senff; the representative from Wuppertal city, Germany, Ms. Dajana Meier; the vice president of Osram, Mr. Alfred Haas; experts from IREES,VDE Testing and Certification Institute , IEA 4E(Energy Efficient End-use Equipment); the secretary general of Indian Society of Lighting Engineer(ISLE), representative from ELCOMA, secretary general of Russia NPRPSS and other experts with a total more than 70 experts attended the workshop.

The Executive Deputy Secretary General of China Solid State Lighting Alliance (CSA), Dr. Jun Ruan introduced the strategic path, policy development, industrial milestones, the “10 cities-10k LEDs “ demonstration program, current situation and prospects of the industry, market analysis, opportunities and challenges etc.
The city of Eindhoven – The Netherlands is a demonstration site of EU smart cities, is also a member of ISA Municipal SSL Application Committee (MSAC). The Deputy Mayor of Eindhoven, Ms. Mary-Ann Schreurs, led a delegation to participate this workshop. The Roadmap 2030 was introduced. Eindhoven plans to complete a smart lighting grid for “liveable city ”2030, turn the city as a living lab as inspiration for continuous innovation. On information perspective, the path is from big data, to intelligent systems, and to new economies; On the value perspective, the path is from health and well-being, to alternatives resources, and to social innovation; On the peoples potential perspective, the path is from social media, to re-localization, and to different kinds of applications. Ms. Mary-Ann Schreurs also introduced the specific supporting measures to achieve smart city goal and the innovation plan of the roles of SSL in smart city. In terms of municipal SSL applications, Eindhoven wants to initiate competitive dialogue to synchronize the supply and demand side of urban lighting. The selection phase is April 1, 2014 to May 7, 2014 and the dialogue phase is June 2014 to January 2015. Mr. Alfred Haas, the vice president of Osram, introduced the SSL application in the Lenbachhaus Munich museum. Mr Hass believed there were three main requirements on museums lighting: Lighting quality (high colour rendering, variable and constant light colorsand conservation of the art); Flexibility (dimmable with constant light color and color rendering, integration in building services management systems, and different beam angels and optics), and Costs (costs of purchase, energy saving more than 50% and maintenance costs). Osram has done a lot of work on these three requirements and received very high user acceptance, also forms the completely new standards in museum lighting.
Ms. Edith Holländer from IREES introduced the LED lighting in schools in Germany. With the support of BMBF, two LED in schools projects were implemented: one covered 1 school, 690 students and 46 teachers from 2010-2013, the other one covered 17 schools so far and about 2500 students and 100 teachers from2013-2015. The projects mainly focused on good room illumination(everything in the room is uniquely visible, legible writing on the blackboard, and good blackboard illumination); good room effect(friendly, cozy and warm); good working conditions(good table illuminations, natural colors and writing, reading and learning is easy with this lighting) and disturbing feeling(the lights glare). After a series of experimenting and testing, the results are: LED in school achieved good room conditions, makes daily life much easier, less complaints, and more adoption of LED at home. 73% agreed on the acceptance of the LED technology in schools. The results of the second project will be released at 2015.
Mr. Dietmar Gläser, the Head of Category AS1 Light & Consumer Electronic of VDE Testing and Certification Institute, introduced the procedures of SSL testing and certification. The tested SSL products in VED test center for photometry and spectrometry includes: LED packages, LED lamps, LED modules and LED luminaires, and the certification covers photometrical properties and luminous intensity distribution etc.
ISA SSL Industry Report team representative Mr. Norman Bardsley introduced the basic framework and contents summary of the first few chapters of the Report. The goal of the Report includes: build global industry model; gather and check market statistics; reduce confusion in terminology; highlight regional capabilities and needs; guard against shortages and over-supply; support progress on market adoption; monitor development of new applications; assess effect on energy balance and environment. Some initial conclusions include: lighting will be upgraded before it fails; lighting will be integrated with other digital electronics; demand for better lighting will reduce energy savings; boom and bust can be avoided; better industry statistics are needed; even higher efficacy and adoption of controls are essential and more must be learned about health effects of light. This is the first SSL industry report leading by ISA, thus has been receiving high attentions from all stakeholders. The full version of the Report is expected to be published at the ISA General Assembly 2014, in November.
Dr. Peter Bennich from Swedish Energy Agency, and as the Chair Management Committee of IEA 4E introduced the current situation and overall strategy of 4E. He pointed out that 4E mainly focuses on three aspects in its first term (2010-2014): develop SSL product quality assurance; Harmonized SSL testing and lab comparison; and provide for harmonized international accreditation. In its second term(2014-2019), IEA 4E SSL Annex will be established, covering 10 tasks: application of new CIE test method; characterization of product lifetime; guidance on lifetime testing; inter-laboratory comparison; market lessons learned; quality and performance tiers; new features that impact energy consumption; benchmarking performance of SSL products; lighting facts international database; best practice in international MV&E programs. Australia, Denmark, France, Japan, The Netherlands, Sweden, United Kingdom, United States, and The Republic of Korea provided funding as IEA members, China provided expert support and is an observer country; there are four major labs: NIST from Washington; NMIJ from Japan; NLTC from China and VSL from The Netherlands.
On behalf of experts from demonstration pilot cities in US, Mr. Bardsley comprehensively introduced the municipal SSL applications in city of Los Angeles, Seattle, Asheville, Algona, Maine and Vermont etc., especially the practice of public areas street lighting, successful experiences, lessons, challenges facing and policy issues. Based on research on the topics above, he reached the following conclusions: now is the time to install LED street lights; new cities could seek help from those who have done before; choose vendors with care; seek partners to help with negotiations; controls should bring benefits beyond power saving.
President of Indian Society of Lighting Engineers (ISLE), CEO of Trilux India, and member of ISA Council of Management Mr. Gulshan Aghi introduced the overall situation of India SSL industry development. He pointed out that in India, Lighting accounts for almost 20% of the total electricity demand, the LED lighting market value is expected to reach USD 470 million by 2015, and street lighting to account for approximately 60%. The top three leading lighting consuming groups would be government, commercial and industrial. He believed India LED market will be growing at more than 40% till 2015, the drivers are: investment by the government in energy efficient lighting systems; decline in the average prices of LEDs; quick ROI to drive adoption; improvement in technology addressing new applications; and global mandate to arrest global warming and migration to technologies like LED.
Chairman of LEDs and LED-based Systems Russian Manufacturer's Nonprofit partnership (LEDSM NP), Mr. Evgeny Dolin introduced the SSL applications in Russia and its industry trend. He believed that there are the following reasons for the SSL application in Russia: safety in all terms; economy; emotions harmony and health benefits. He analyzed the advantages and flaws of different street lights in Russia with real cases of application. He also announced the time of lighting exhibitions in Russia: the annual conference ”LED, chips, materials and equipment” on April15-17, 2014; and the Interlight Moscow, November11-14, 2014.

Professor Khanh from the Technical University Darmstadt, Germany introduced the municipal demonstration projects evaluation methodologies. As the hub of evaluation and assessment for German SSL demonstration cities, Prof. Khanh’s team have selected 10 projects from 141 candidates of Frankfurt L+B 2010 for evaluation. The procedures are: background analysis, field testing, lab testing, standard selection, calculation and comparison etc. He pointed out that there is no general directive on how to design a questionnaire. The major considerations are: Perception of brightness;Perception of glare;Visibility and perception of object contrast;Facial recognition;Light colour (warm, natural, cool white, yellowish);Uniformity of the lighting;Change of safety and security (perceived or verifiable)
At last, the Co-chair of ISA Board of Advisors, Professor Guoqi Zhang from Delft University introduced the Accelerated Depreciation Test Method for LED Lighting Products developed by SKL. This method had been adopted by ISA TCS5 on April1, 2014, and will be recommended to all partners as an ISA Whitepaper.
